Agriculture Deputy Secretary Kathleen Merrigan has announced that soil erosion on cropland declined by more than 40 percent during the past 25 years, while more than one-third of all development of U.S. land occurred during the same period.


The information was contained in the latest National Resource Inventory (NRI) for Non-Federal Lands, which was released at an event marking the 75th Anniversary of USDA's Natural Resources Conservation Service (NRCS), the agency charged with ensuring private lands are conserved, restored, and more resilient to environmental challenges. Celebrate Soil Erosion!

Although the effects of soil erosion can be highly destructive, the notion that only destruction comes from this sometimes unnatural event is highly illogical. The erosion of earthen soil is actually a quite common natural occurrence which has shaped the face of our planet for almost 65 million years.

Although humans have only been around for a few thousand years, water has been the primary source of this soil erosion all over the planet since time began. As seen in this short video clip, the positive effects of water erosion can be seen along the Colorado river running through Utah. Other evidence of water erosion is seen with the formation of the Grand Canyon in Arizona. Soil erosion is quite a common positive occurrence, more so than it is negative.

However, man made soil erosion is erosion of a destructive nature. Steps to avoid man made soil erosion must be taken in order to ensure the survivability of healthy farmlands and fertile soil.

American Agriculture...Meet Environmental Success

Sometimes success can't be measured, or may even go un-noticed. Luckily in the case of environmental sustainability, the Natural Resources Conservation Service (NRCS) makes sure that won't happen.

A new study by the NRCS finds that farmers and ranchers are producing more while using less. This is great news because it is helping to reduce the environmental footprint when it comes to food and fiber production in the US.

The study also found that soil erosion is continuing to decline because of more sustainable practices. The study finds that there has been a "50 percent decline in erosion of cropland by wind and water since 1982."

Breaking News-RTRS-UPDATE 4-Argentine refinery workers threaten strike over pay

BUENOS AIRES, April 29 (Reuters) - The Argentine government struggled on Thursday to broker a deal between oil companies and refinery workers to avert a pay strike that threatens to halt fuel production.
As talks resumed late on Thursday, workers prepared for a possible strike that could spark fuel shortages, disrupting the harvest of corn and a record-large soybean crop in one of the world's top grain-exporting nations.
Officials from two energy companies, who asked not to be identified, expressed confidence that an agreement was close, but union leaders said the two sides were still far apart.

DJI-NEW YORK, April 29 (Reuters) - Global markets staged a relief rally on Thursday as Greece's move to enact severe austerity measures to secure an aid package eased fears that the debt crisis will spread across Europe, boosting the euro and fueling the biggest jump in equities since early March.

Risk premiums eased and oil prices rose above $85 a barrel as a potential resolution of Greece's persistent debt problems appeared within grasp. Officials from the European Union, European Central Bank and International Monetary Fund were in Athens to negotiate the bailout and wrap up a deal within days.

CBOT-CHICAGO, April 29 (Reuters) - Chicago Board of Trade grains and soy complex close on Thursday.

CBOT-SOYBEANS - May up 3 cents at $9.85-3/4 per bushel; new-crop November up 5 cents at $9.70-1/2. Spillover support from gains in corn and strong number for soy in USDA's weekly export sales report. Weak dollar and higher crude oil also supportive.

CBOT-SOYOIL - May up 0.26 cent at 38.80 cents per lb. Support from higher crude oil and unwinding of meal/oil spreads.

FCPO-KUALA LUMPUR, April 29 (Reuters) - Malaysia palm oil futures extended losses for a third session on Thursday as traders booked profits in tandem with weaker commodity markets.

The benchmark July palm oil contract on Bursa Malaysia Derivatives dropped 0.6 percent, or 16 ringgit, to 2,531 ringgit ($787.2) a tonne. Overall traded volume was 13,894 lots of 25 tonnes each.

REGIONAL EQUITIES-BANGKOK, April 29 (Reuters) - Southeast Asian stock markets rose on Thursday after positive Federal Reserve comments on the
U.S. economy, with bullish earnings views also helping.

Major markets in the region turned higher after losses in the previous two sessions caused by concern about the fiscal crises in some euro zone countries.

Singapore <.FTSTI> rose 0.9 percent, after hitting four-week lows on Wednesday, Indonesia <.JKSE> gained 0.8 percent while Malaysia <.KLSE>, Thailand <.SETI>, the Philippines <.PSI> and Vietnam <.VNI> posted smaller gains.

In Singapore, casino operator Genting Singapore shot up 8.7 percent as its casino continued to attract crowds despite the opening of a rival venue by operator Las Vegas Sands .

In Kuala Lumpur, buying continued in banks with Malayan Banking up 0.4 percent and RHB Capital up 1 percent.

Construction steel firm Ann Joo Resources rose 1.4 percent to 2.89 ringgit after it reported favourable first-quarter earnings and CIMB Investment Bank raised its target price to 3.30 ringgit.

Market looks has found some support at around USD80.50-81.00 and rebounded to test the immediate upside resistance at USD85.63. Thus, market may consolidate and move in the range of USD86.40-87.00 to USD80.50. Violation of either way may provide a more clearer direction.

Msia-Indonesia Planters Meet To Discuss Deforestation Charges

KUALA LUMPUR -(Dow Jones)- Palm oil producers and government officials from Malaysia and Indonesia will meet May 3 to discuss the latest round of attacks by Greenpeace and other environmental organizations that have blamed producers for destroying rainforests and biodiversity, an industry executive said Wednesday.

The meeting, to be held in Kuching, Sarawak will discuss issues that affect the palm oil industry, including planting oil palms on peat soil, a practice that environmental groups say will increase greenhouse gas (GHG) emissions as peatland hold significant amounts of carbon.

Indonesia's Sinar Mas came under fire recently after Greenpeace charged the company with failing to follow sustainable plantation practices required by the Roundtable on Sustainable Palm Oil (RSPO), a multi-stakeholder group formed to promote ethical plantation practices including the preservation of rain forests and biodiversity.

The report said Sinar Mas, the parent company of the Jakarta-listed PT Sinar Mas Agro Resources and Technology Tbk and the Singapore-listed Golden Agri-Resources, was widely involved in clearing rainforests and draining peatland for developing oil palm plantations. The campaign forced global food giants such as Nestle NV and Unilever Plc to stop sourcing palm oil from Sinar Mas, despite the company being a member of the RSPO, an industry-sponsored certification body.

Sinar Mas has re-iterated its commitment to sustainable practices and appointed Control Union Certification and the BSI Group to carry out independent audits. It has also suspended a plantation manager who the company said was responsible for questionable practices.

But Greenpeace is demanding that even trading companies such as Cargill Inc boycott Sinar Mas' palm oil, amid concerns that its produce is indirectly reaching end consumers through third parties, making the boycott by Unilever and Nestle meaningless. Cargill has said it would wait for the results of the external audit before taking a view.

"It is important for us to strategise and improve communication ... to be well-positioned when the industry meets to address this issue at the RSPO level," said Mamat Salleh, chief executive of the Malaysian Palm Oil Association (MPOA).

He said the upcoming meeting will be a follow-up from a collaboration agreement signed between the MPOA, the Indonesian Palm Oil Association (or GAPKI) and other plantation organizations in early March.

The meeting has generated much speculation amid talk that some palm oil producers, particularly those in Indonesia, may be planning to set up an alternative certification body, as they felt the RSPO hasn't been able to serve their cause. Some industry executives have even said the meeting will be the precursor to setting up the alternative certification body.

Most major plantation companies in Malaysia are members of the RSPO while only some Indonesian companies have joined the body. Indonesia and Malaysia currently account for about 85% of the global palm oil supply. "The key issue in the upcoming meet is to discuss ways to address environmental and other equally compelling concerns. Producers are keen on a win-win solution at the RSPO level before opting to setup of a separate certification body," Mamat said.

Growers had threatened to walk out of the RSPO annual meeting last November and quit the organization if it agreed with demands by Europe and Greenpeace to include additional conditions such as GHG emissions to the already stringent certification process.

Many growers say they are burdened with too many RSPO requirements while those with certified oils feel the demand for "green" palm oil was sluggish as buyers weren't willing to pay a premium for RSPO-certified sustainable palm oil.

Saat ini konsumen harus ekstra hati-hati. Pasalnya modus pemalsuan benih sudah sampai pada pemalsuan kemasan. Seperti gambar di atas adalah benih asal Socfindo oplosan yang memalsukan kemasan dari sumber benih tersebut.

Boleh dikatakan hampir tidak ada bedanya dengan yang asli. Hanya saja nomor registrasi yang ada di kemasan ini demikian juga pada dokumen yang menyertainya dipastikan tidak sesuai dengan data base yang ada di PT. Socfind Indonesia.

Oleh sebab itu cara efektif agar tidak menjadi korban oknum-oknum pemalsu benih adalah dengan membeli benih dari sumber benih legal, tidak melalui orang ketiga.

Ketika membeli benih setiap kali akan dikirim atau diterima di lokasi selalulah meminta bantuan petugas pengawas benih yang ada di Dinas Perkebunan untuk melakukan pengecekan dokumen. Hanya dengan cara ini benih sawit unggul bisa diperoleh.

Legitimasi RSPO di Uji: Belajar dari 3 Kasus

Tanaman dan buah kelapa sawit
Minyak sawit sejak lama sudah menjadi primadona di dunia. Bukan karena catatan FOE International bahwa setiap satu dari sepuluh produk makanan yang ada di super market Eropa dipastikan mengandung minyak sawit, tetapi juga demand meningkat seiring dengan pemanfaatannya untuk kebutuhan energi (biofuel) di Eropa yang terus meningkat (komitmen memakai energi terbarukan hingga 20 persen dari total konsumsi energi sampai 2020) (Greasy Palms, FoE, 2005).

“Demam” eco-labelling di Eropa meluas seiring dengan perhatian global terhadap masalah lingkungan yang meningkat. Namun, masalah lingkungan hidup secara global juga meningkat. Gelombang bencana juga meningkat tajam. Anomali perubahan musim dan munculnya wabah penyakit, ditengarai berhubungan dengan masalah lingkungan hidup yang rusak. Ekspansi perkebunan sawit, meski debatable, ditengarai sebagai salah satu penyebabnya. Maka, tuntutan terhadap minyak sawit yang ramah lingkungan dengan labelisasi “halal atau haram” dibutuhkan. Sekitar tahun 2004, Roundtable Sustainable Palm Oil (RSPO) muncul di tengah kebutuhan ini.


Legitimasi RSPO DiujiTerdapat tiga kasus besar menyangkut isu minyak sawit di Indonesia yang bisa menjadi pelajaran berharga. Kasus berturut-turut itu, yang pertama adalah kasus pemutusan kontrak pendanaan IFC-WB kepada Wilmar Group pada 2007. Awalnya, pada 2006 Wilmar Group mendapat tentangan keras dari Friends of The Earth International bersama beberapa LSM lokal. Hasilnya, IFC-WB (Divisi Pendanaan Swasta-World Bank) memutus hubungan dengan Wilmar pada 2007. Kasus Wilmar ini awalnya melalui prosedur RSPO, yakni memanfaatkan mekanisme Grievance Panel oleh salah satu anggotanya di Indonesia, Sawit Watch bekerjasama dengan NGO di luar RSPO seperti FoE dan LSM lokal di Kalimantan Barat. Ketidaksiapan kelembagaan membuat proses “peradilan” RSPO ini tidak berjalan.

Laporan justru ditanggapi oleh CAO-WB (Compliance Advisor Ombudsman-World Bank), dengan serius membentuk tim dan kunjungan kelapangan yang hasilnya merekomendasikan IFC untuk menghentikan sementara dukungannya kepada Wilmar. Kemudian lahan seluas 86.039 hektare dikembalikan oleh PT Wilmar Sambar Plantation, salah satu perusahaan dibawah Wilmar Group kepada masyarakat lokal (Saurlin, 2009). Diawal “karir”-nya menyelesaikan persoalan lingkungan hidup, RSPO belum berhasil karena alasan belum siap secara kelembagaan saat itu.

Kasus kedua adalah pemutusan kontrak jual beli minyak sawit antara Unilever dengan PT Sinar Mas Agro Resources and Technology (SMART), Sinar Mas Group pada 2009. Kasus ini berawal dari laporan Greenpeace, sebuah organisasi non pemerintah transnasional. Belum selesai disitu, kasus ketiga pemutusan kontrak jual beli minyak sawit mentah juga dilakukan secara sepihak kepada perusahaan yang sama Nestle pada 2010, atas laporan pengrusakan lingkungan hidup dari organisasi yang sama. Seperti bola salju, dua korporasi lainnya, Sainsbury's dan Shell juga menyatakan di media bahwa mereka tidak akan membeli minyak sawit dari Sinar Mas Group.

Pertanyaannya adalah mengapa kasus-kasus besar seputar sawit ini justru tidak dibahas di RSPO oleh para stakeholder-nya. Dalam upaya perlindungan terhadap lingkungan hidup, stakeholder RSPO seperti gagap dibandingkan dengan advokasi jaringan transnasional yang dimainkan oleh NGO lingkungan hidup lainnya.


Pembelajaran dari Kehadiran RSPOAda beberapa hal yang menarik dengan kehadiran RSPO sebagai bagian dari rezim baru yang berhasil mempertemukan rantai produksi hingga konsumen sawit. Pertarungan di antara stakeholder RSPO, pada akhirnya berhasil memasukkan unsur perlindungan lingkungan hidup dan pengakuan terhadap hak-hak kolektif dan masyarakat lokal dalam prinsip dan kriteria RSPO, selain mencantumkan kepentingan bisnis tentunya. Artinya, “syahwat” mencari keuntungan, dicoba direm dengan kepentingan lingkungan hidup dan hak asasi manusia.

RSPO juga menjadi media untuk membuka mata kaum pebisnis terhadap kerusakan ekologi dan sosial, yang tidak tahu banyak kondisi sesungguhnya di lapangan, terutama bankir, investor, dan retailer. Selain itu, pertemuan-pertemuan RSPO sering diramaikan dengan kehadiran para dampingan LSM anggota RSPO dan menyampaikan testimoni penting berkaitan dengan kondisi di lapangan. LSM anggota RSPO juga sering menghadirkan hasil-hasil penelitian kritis di lapangan dan dipresentasikan di hadapan para stakeholder bisnis. Saat ini, RSPO mulai menjual label “halal” minyak sawit, untuk mereduksi jual beli sawit tidak halal lingkungan dan hak asasi manusia di masa yang akan datang.

Di samping hal yang menarik di atas, nilai ‘merah’ di rapor RSPO ditandai dengan sedikitnya dukungan dari LSM ‘progresif’ yang concern dengan isu sawit. Buntutnya, mekanisme RSPO belum dimanfaatkan oleh mereka dalam memecahkan persoalan, seperti contoh yang disebutkan di atas. Dengan demikian, perlu dipertanyakan siapa sesungguhnya stakeholder utama minyak sawit yang ada di tubuh RSPO. Masih menjadi pertanyaan, apakah benar anggota RSPO sudah mencerminkan keterwakilan para pihak seputar minyak sawit.

Kedua, ketimpangan kekuatan di RSPO tidak menjadi pertimbangan. Meja RSPO dibayangkan flat, sehingga diasumsikan diskusi berlangsung fair yang dilakukan oleh semua stakeholder minyak sawit. Pada kenyataannya tidaklah demikian, the “world” is not flat.

Ketiga, LSM lingkungan dan sosial yang terlibat di RSPO terlalu “environmentalist minded” (masalah lingkungan hanya persoalan kaum aktivis lingkungan hidup, tidak dipandang sebagai masalah yang justru sangat erat dengan persoalan ketidakadilan sosial, akibatnya kampanye orang utan, harimau, gajah, dan hewan lainnya lebih mengemuka daripada kampanye terhadap kemiskinan dan kelaparan yang dialami masyarakat lokal dan buruh perkebunan sawit itu sendiri).

Keempat, tujuh kali RTM (Roundtable Meetings) masih seputar penguatan lembaga, penerimaan dan pengesahan anggota baru, penetapan prinsip, kriteria dan indikator, serta sertifikasi. Sementara, percepatan penghancuran hutan terus terjadi di lapangan. Belum ada contoh yang bisa ditunjukkan selain hanya bermain pada kesepakatan-kesepakatan tanpa implementasi.

Kelima, isu baru melibatkan petani kecil di RSPO merupakan topik krusial. Belum ada defenisi dan ukuran yang jelas tentang petani kecil perkebunan sawit. Sementara pelibatan mereka dalam diskusi, lobi-lobi, dan negosiasi yang memerlukan expertise adalah seperti mimpi, baik dari segi kapasitas sumber daya dan pembiayaannya.

DJI-NEW YORK, April 28 (Reuters) - U.S. stocks rose on Wednesday after the Federal Reserve pointed to signs of strength in the economy in comments that gave some relief to investors worried about debt defaults in Europe.

The seesion's climb pushed the Dow industrials back above the psychologically important 11,000 mark in a recovery from a swoon just before midday when Standard & Poor's cut Spain's credit rating. On Tuesday, the market sold off following a Standard & Poor's downgrade of Greece's debt rating to junk and a two-notch cut in Portugal's credit rating as well.

The Dow Jones industrial average <.DJI> rose 53.28 points, or 0.48 percent, to end unofficially at 11,045.27. The Standard & Poor's 500 Index <.SPX> added 7.65 points, or 0.65 percent, to finish unofficially at 1,191.36. The Nasdaq Composite Index <.IXIC> edged up just 0.26 of a point, or 0.01 percent, to close unofficially at 2,471.73.

NYMEX-NEW YORK, April 28 (Reuters) - U.S. crude futures were modestly higher on Wednesday, recovering from earlier lows, as the market weighed guidance from Wall Street, which was called to open higher, and forecasts that government inventory data will show another build in domestic crude stocks.

Energy traders were also watching the currency markets, with the euro rising against the dollar and the yen on optimism that Greece will soon receive assistance to help it service its debts.

FCPO-KUALA LUMPUR, April 28 (Reuters) - Malaysia palm oil futures extended losses for a second session on Wednesday as risk appetite for commodities weakened after a rating agency downgraded Greek and Portuguese debt.

Standard & Poor's on Tuesday cut Greece's credit rating to junk status and downgraded Portugal as investors feared that political pressures could block a multi-billion euro bailout of Greece.

The action has sparked a dollar rally, making it more costly for investors using the euro and other currencies to buy commodities.

The benchmark July crude palm oil futures on Bursa Malaysia Derivatives Exchange settled 3 ringgit lower at 2,547 ringgit ($799.7) a tonne. Overall traded volume stood at 12,204 lots of 25 tonnes each. The same contract hit more than a two-week high of 2,581 ringgit the previous session -- a level last seen on April 9.

REGIONAL EQUITIES-BANGKOK, April 28 (Reuters) - Cuts in the credit ratings of Greece and Portugal depressed sentiment in Southeast Asian stock markets on Wednesday and Singapore's index fell to its lowest in four weeks, also pulled down by some big firms going ex-dividend.

Thailand fell 1.6 percent as another clash between troops and anti-government protestors deepened its political crisis. Malaysia <.KLSE> fell 0.5 percent, Indonesia <.JKSE> 1.2 percent and the Philippines <.PSI> 0.7 percent.

Singapore's Straits Times Index <.FTSTI> fell 2 percent to its lowest since April 1, with Keppel Corp down 3.7 percent, Sembcorp Industry down 3.2 percent and ST Engineering down 2.2 percent, all trading ex-dividend.

Losers also included Singapore Telecommunications , which fell 1.3 percent after its Indian affiliate, Bharti Airtel , posted a worse-than-expected 8 percent fall in quarterly profit.

In Malaysia, the index fell to its lowest since April 19. Palm plantation firm IOI Corp fell 0.7 perent, KL Kepong lost 1.4 percent and financial CIMB Group was down 0.7 percent.

CBOT Soyoil Daily: Sideways to lower

Immediate daily technical landscape weakened further following prices continue to lose ground. Thus, market may move sideways to lower in near term. Any violation of the immediate downside support at Usc38.70 may provide more room to bias downside potential. Next support will be looking at USc38.00. To the upside, resistance is pegged at USc40.20.

Ketiga varietas tersebut adalah D x P G2, varietas kelapa sawit milik Dami Oil Palm Research Station Papua New Guinea, PNG,D x P PPKS 239 , juga varietas kelapa sawit milik Pusat Penelitian Kelapa Sawit (PPKS) Medan dan BP 416 A, varietas kopi milik Pusat Penelitian Kopi dan Kakao (Puslitkoka) Jember.

Sedangkan 3 varietas lainnya yang turut diusulkan pada sidang tersebut oleh Tim tidak dilepas pada kesempatan ini karena adanya kekurangan yang perlu diperbaiki oleh pihak pengusul. Adapun ketiga varietas tersebut adalah Varietas Pala Sukabumi, Jambu Mente Muna dan Kemiri Sunan.

Varietas D x P G2 dilepas dengan pertimbangan memiliki produtivitas yang tinggi dan memiliki kinerja yang baik ketika ditanam di wilayah Indonesia. Varietas D x P PPKS 239 dilepas dengan pertimbangan produksi tinggi dan hasil minyak khususnya PKO cukup tinggi. Sedangkan BP 416 A oleh Tim dinyatakan layak untuk dilepas dengan pertimbangan produksi tinggi, tahan penyakit karat daun dan memiliki citra rasa yang khas.

Bullish Trend?

I refer to my forecast dated last 15th April. It seems that on that particular day, the market open within one of my forecasted points but it did not move according to what had been forecasted. So no gain, no loss!

Today

The trend now is bullish, so the market is expected to move further up. Anyway, it still very much depends on the opening of the market. The forecast for today;

1) If the market opens between 2551 to 2559. Buy after the market has moved up passing the levels between 2561 to 2566.
2) If the market opens between 2520 to 2530. Sell after the market has moved up a bit and then falls 5 points below the opening level.

That's about it for today.

ATHENS/BERLIN, April 27 (Reuters) - Rating agency Standard and Poor's slashed Greek debt to junk status on Tuesday and also downgraded Portugal, as investors worried political pressures could block a multi-billion euro bailout of Greece.
Markets in Europe and the United States tumbled in reaction to signs that the Greek debt crisis was spreading to other highly indebted states on the periphery of the euro zone.

Stocks posted their worst day in nearly three months and the CBOE Vix volatility index <.VIX>, Wall Street's barometer of investor fear, jumped about 31 percent, its biggest one-day move since October 2008.

NYMEX-NEW YORK, April 27 (Reuters) - U.S. crude futures were down sharply on Tuesday on expectations of another increase in crude and refined product inventories in weekly industry and government reports.

The euro's fall against the dollar on uncertainty about financial aid for debt-laden Greece also pressured crude futures as investors sought less risky assets.

On the New York Mercantile Exchange at 9:50 a.m. EDT (1350 GMT), June crude was down 65 cents, or 0.77 percent, at $83.55 a barrel, trading from $83.06 to $84.

FCPO-KUALA LUMPUR, April 27 (Reuters) - Malaysian palm oil futures fell on Tuesday after hitting a fresh two-week high as traders booked profits but losses were limited by the weaker ringgit currency.

The benchmark July crude palm oil contract on the Bursa Malaysia Derivatives Exchange ended 10 ringgit lower at 2,550 ringgit ($803.9) a tonne after going as high as 2,581 ringgit -- a level unseen since April 9.

Overall volumes shot up to 14,482 lots of 25 tonnes each from the usual 10,000 lots in choppy trade. Malaysia's ringgit currency also eased after it hit the highest level in two years on Monday, giving some respite for refiners whose margins get eroded as crude palm oil feedstock is priced in ringgit.

REGIONAL EQUITIES-COLOMBO, April 27 (Reuters) - Thai shares closed weaker on Tuesday because of political woes despite hopes of better earnings, while Singapore fell due to selling pressure ahead of upcoming IPOs.

Singapore <.FTSTI> lost 0.4 percent, Thailand <.SETI> fell 0.3 percent, Indonesia <.JKSE> closed 0.2 percent down from a record high in the previous session, and Malaysia <.KLSE> edged down after touching one-week highs on Monday.

In Kuala Lumpur, the index <.KLSE> inched down 0.03 percent, led by fall in banking shares, with a 0.3 percent fall in both CIMB Group and Public Bank .

Anniversary of FDR Signing Soil Conservation Act

On this day back in 1935, FDR signed the Soil Conservation Act which established the Soil Conservation Service. This service was designed to help control floods, protect public lands, etc.

This act also helped to give farmers subsidies for planting trees, vegetables or native grasses instead of planting commerical crops.

This was a big turning point for soil erosion. It brought the issue to the forefront of society and began to show people that things needed to change in order to prevent soil erosion. Only three years after FDR signed the Soil Conservation Act, soil erosion had dropped 65 percent.

While there is still definitely work to do, FDR took the initial steps to ensure that the topic of sustainability and conservation would be around for many generations to come.

For the last few decades, researchers have been doing their lot of experiments and researches in finding the convenient ways to get the alternative sources of energy to compensate the shortage of the fossil fuel. Perhaps biofuels will be the major source of the energy and power to energize the commercial sectors and revitalize the society as well. To be frank, the area of biofuels has extended up to organic components which include sugar cane, vegetable and corn based oil and ethanol.

Biofuels will provide the adequate energy for doing the daily works and other activities. The government has taken the strong measures for setting up the factories and power stations to enhance the speedy production of the biofuel based energy and power. However, so far as the biolfuels are concerned, ethanol is very important source of biofuel energy but all the ethanol related products are not conducive to the production of the renewable power and electricity.

Therefore, you must be selective in terms of the choice of the specific range of the biofuel energy. You will be glad to hear that by 2025, ethanol will generate at least 10% of the total user friendly gasoline products all over the world and 30 percent more by the end of 2050. Perusahaan Sawit Tidak Serius Meningkatkan Produksi Tandan Buah Segar Melalui Pola Manajemen Satu Atap Proyek Revitalisasi Kebun

PENGANTAR

PT. tribakti sari mas (TBS) adalah perusahaan perkebunan kelapa sawit yang beroperasi sejak tahun 1999 di kabupaten kuansing tepatnya di kecamatan kuantan mudik. Dalam critra masyarakat yang sempat saya ketemui, PT. TBS menjanjikan pla KKPA yang pengelolaannya langsung oleh petani bukan melalui pola manajemen satu atap yang seluruh kebun plasma di kelola oleh perusahaan seperti saat ini.

Pola manajemen satu atap sebagaimana yang di praktekkan oleh PT. TBS, tersirat dalam proyek revitalisasi perkebunan tahun 2006-2010. Revitalisasi perkebunan di maksudkan untuk meningkatkan kualitas produksi dari produksi rendah menjadi produksi tinggi. Dengan kondisi tingkat produksi dari perkebunan Indonesia dengan 17 – 18 ton/ ha / tahun tentunya tidak sebanding dengan kualitas produksi TBS perkebunan Malaysia yang mencapai 24 ton/ ha / tahun. Dengan begitu, luas perkebunan Indonesia sekitar 8 juta ha sebanding tingkat produksinya dengan Malaysia yang luasnya sekitar 5 juta ha.

Pola manajemen satu atap di yakini oleh pemerintah akan memperbaiki tingkat produksi perkebunan kelapa sawit Indonesia. Petani yang menguasai 35 % dari total luas perkebunan Indonesia menjadi momok munculnya kebijakan tersebut. petani di anggap tidak mampu meningkatkan produksi TBS walaupun kondisi terbalik dengan harapan petani dan penopang tingkat produksi seperti pupuk, kapasitas good agriculture practice petani kelapa sawit dan upah buruh yang murah yang turut mempengaruhi tingkat produksi di petani kelapa sawit.

Kita dapat melihat sejauh mana tingkat harapan pemerintah yang di yakini melalui program revitalisasi perkebunan tersebut dapat memperbaiki tingat produktivitas tandan buah segar kelapa sawit yang dapat di lihat dari PT. TBS yang beroperasi di kabupaten kuansing.

Kondisi kebun

Di awal mula, petani dengan mudah menyerahkan tanahnya seluas 4 ha lebih kepada PT. TBS. PT. TBS bersedia untuk membangun kebun KKPA bagi masyarakat di sebelah desa. Di perkirakan, 11 desa tersebut menyerahkan lahan kepada PT. TBS seluas 12.500 ha, yang sebelumnya adalah kebun karet milik masyarakat dan sebagiannya ladan dan tanah adat milik masyarakat yang masih berhutan.

Pada tahun 1999, PT. TBS membangun kebun KKPA. Catatan saat ini, yang baru di buka sekitar 9000 ha dan baru 4500 ha kebun KKPA yang sudah TM (tanaman menghasilkan). Pendapatan petani dari hasil kebun tersebut sekitar Rp. 40.000 – Rp. 300.000 yang di bagikan triwulan. Mekanisme pemberian hasil kebun tersebut kepada petani adalah, perusahaan memberikan uang kepada koperasi dan koperasi membagikan kepada petani atau ketua kelompok untuk seterusnya di bagikan kepada anggota. Dalam pengakuan masyarakat setempat, kejadian seperti ini sudah berlangsung 5 tahun terakhir dan tidak ada transparansi dan akuntabilitas dalam perihal hasil kebun sawit.

Petani sudah lama memperjuangkan ini hingga Jakarta. Pemerintah daerah dan DPRD baik kabupaten maupun provinsi sudah tidak lagi menggubris persoalan kami. Bahkan sampai masyarakat melakukan demonstrasi baik di provinsi maupun di kabupaten. Dulu waktu pilkada, bupati kabupaten kuansing berjanji untuk menyelesaikan persoalan ini jika menjabat. Tapi tidak ada khabarnya sampai saat ini. Tegas masyarakat yang sudah resah dengan kelakuan PT. TBS.

Jika melihat kondisi kebun KKPA seluruhnya dalam kondisi yang tidak baik. Di duga, kebun KKPA yang di bangun oleh PT. TBS tidak layak di konversikan kepada petani. Kebun penuh dengan alang-alang, jalan-jalan dalam kebun tidak bagus, dan bahkan dalam kebun penuh dengan kayu yang tingginya sudah hamper sama dengan tinggi kebun sawit. Hal ini terbukti dari hasil kebun yang kecil dan produksi TBS yang rendah. Begitupun halnya kebun KKPA yang di bangun 1999/2000 masih banyak sekitar 50 % yang belum menghasilkan. Tetapi, koperasi KKPA dan juga laporan perusahaan TBS, bahwa biaya yang telah di berikan kepada petani telah dip tong dari upah buruh, pupuk dan operasional lain untuk pemeliharaan kebun. Namun, kondisi kebun KKPA seperti tidak terpelihara. Keluh masyarakat.

Dari sekilah kondisi yang di jelaskan di atas, dapat kita simpulkan bahwa proyek revitalisasi perkebunan melalui pola manajemen satu atap sangat tidak bernilai bagi masyarakat dari seluruh aspek kehidupannya. karena pemerintah sangat berharap, melalui pola manajemen satu atap tersebut dapat memperbaiki kualitas social ekonomi dan tingkat produksi TBS perkebunan Indonesia.

PT. TBS menjadi contoh tentunya bagi harapan pemerintah tersebut, bahwa perusahaan juga ternyata tidak mampu untuk memperbaiki kondisi produksi Tandan buah segar. Tidak hanya PT. TBS ternyata tetapi juga terjadi dengan PT. Kebun Ganda Prima yang beroperasi di sanggau dan kebun KDA (kresna Duta Agro Indo) yang beroperasi di sarolangun jambi yang pendapatan petani berkisar Rp.50.000 – Rp.500.000 setiap bulannya. Ketiga perusahaan ini sedang berkonflik dengan petani akibat pola pengelolaan hingga pendapatan petani perbulannya.

Pemerintah tentunya harus memikirkan ulang proyek revitalisasi perkebunan dengan melihat contoh-contoh perusahaan perkebunan yang telah memulai menerapkan kebijakan pola manajemen satu atap dalam proyek revitalisasi perkebunan. Apakah ini merupakan jawapan dari tingkat produksi yang rendah atau malah menjadikan petani sebagai subyek untuk menjalankan roda perkebunan kelapa sawit ini yang justru lebih mampu.

Bea Keluar CPO Mei Tetap 4,5%

Jakarta - Departemen Perdagangan menetapkan bea keluar Crude Palm Oil (CPO) atau minyak sawit mentah sebesar 4,5% mulai 1 Mei. Bea keluar itu sama dengan April, namun naik jika dibandingkan Januari hingga Maret yang sebesar 3%.

Ketentuan itu tertuang dalam Peraturan Menteri Perdagangan RI No 19/M-DAG/PER/4/2010 tentang penetapan harga patokan ekspor atas barang ekspor yang dikenakan bea keluar.

Menurut permendag baru yang dikutip detikFinance, Selasa (27/4/2010), bea kaluar CPO itu didasarkan pada harga referensi CPO yang ditetapkan sebesar US$ 823,74/MT.

Berdasarkan dengan Peraturan Menteri Keuangan Nomor 223/PMK.011/2008 tentang penetapan barang ekspor yang dikenakan bea keluar dan tarif bea keluar, maka diputuskan bea keluar baru.

Terhadap penetapan dan pengenaan tarif bea keluar terhadap barang ekspor berupa kelapa sawit dan CPO dan produk turunannya, maka berlaku ketentuan:


  • Untuk harga referensi hingga US$ 700 per ton, maka tarif bea keluarnya adalah 0%
  • Untuk harga referensi US$ 701-750 per ton, maka bea keluarnya adalah 1,5%
  • Untuk harga referensi US$ 751-800 per ton, maka bea keluarnya adalah 3%
  • Untuk harga referensi US$ 801-850 per ton, maka bea keluarnya adalah 4,5%
  • Untuk harga referensi US$ 751-900 per ton, maka bea keluarnya adalah 6%

Carotech sees profit on weak US dollar

CAROTECH Bhd, a producer of palm oil nutrients and biodiesel, is hopeful of returning to profits in the current financial year ending June 30 2010, as the weak US dollar means lower loan repayment. It posted a loss of RM17.46 million in 2009.

"We should be able to break even or make some profits this year as the weak US dollar leads to considerable paper gains in our loan repayment," said Carotech managing director David Ho Sue San.

About 60 per cent of Carotech's total borrowings are in US dollar.

"Also, since the start of 2010, sales of phytonutrients and biodiesel have been quite strong," he told Business Times in an interview in Kepala Batas, Penang, recently.

Carotech is supplying 60,000 tonnes of palm biodiesel worth RM170 million to energy trader Mercuria Energy Trading SA. The one-year contract expires at the end of this year.

Since Carotech is the pioneer in extracting and selling palm tocotrienols for medical and anti-aging use, Ho revealed that European clients are starting to buy more palm oil vitamin E to formulate supplements that prevent hair loss.

Asked on Carotech's earning growth prospects, Ho said it very much hinges on the Hospital Kepala Batas clinical trial on the ability of palm oil vitamin, particularly tocotrienols, to prevent stroke. "Animal studies have, so far, shown tocotrienols are able to protect brain cells from dying in the event of a stroke. If this trial in Penang proves that it works on human, many lives will be saved," Ho said.

"We're optimistic of a breakthrough finding that will spur more neuro-protective studies in other countries. As the world population age, people look to natural and preventive medicine that can help preserve the quality of life of stroke victims and their loved ones.

"Natural medication of palm tocotrienols for stroke prevention is set to be a multi-billion dollar market," he added. Conducted by Universiti Sains Malaysia, Malaysian Palm Oil Board and Carotech's team of scientists, preliminary findings of this world's biggest human trial involving 400 volunteers consuming palm tocotrienols to prevent stroke will be revealed in January 2011.

The Dow Jones industrial average <.DJI> edged up 0.75 point, or 0.01 percent, to close at 11,205.03. The Standard & Poor's 500 Index <.SPX> dropped 5.23 points, or 0.43 percent, to 1,212.05. The Nasdaq Composite Index <.IXIC> lost 7.20 points, or 0.28 percent, to 2,522.95.

NYMEX-NEW YORK, April 26 (Reuters) - U.S. crude futures were lower in choppy trading early on Monday as the dollar strengthened in a sign of risk aversion.

The euro extended losses against the dollar after Germany's chancellor said Greece must commit to further savings measures before Germany can provide emergency aid.

On the New York Mercantile Exchange, at 10 a.m. EDT (1400 GMT), June crude was down 50 cents, or 0.59 percent, at $84.62, trading from $84.53 to $85.63.

CBOT-CHICAGO, April 26 (Reuters) - Chicago Board of Trade grains and soy complex close on Monday.

FCPO-KUALA LUMPUR, April 26 (Reuters) - Malaysian palm oil futures rose 0.8 percent on Monday to a two-week high, tracking stronger soyoil and crude oil markets, after the latest trade data showed that a decline in Malaysia's palm oil exports slowed.

The benchmark July crude palm oil contract on Bursa Malaysia Derivatives gained 20 ringgit to 2,560 ringgit ($802.5) a tonne, off a high of 2,568 ringgit -- a level last seen on April 12. Overall traded volume rose to 13,447 lots of 25 tonnes each from the usual level around 10,000 lots.

REGIONAL EQUITIES-BANGKOK, April 26 (Reuters) - Thai stocks gained over 1 percent on Monday as oil and resource shares recovered ahead of quarterly results, even though prolonged anti-government protests are raising concern about the economic recovery.

Economic optimism brought more fund inflows to the region, pushing Indonesia <.JKSE> to a record high, with Singapore <.FTSTI> and Malaysia <.KLSE> touching one-week highs. The Philippines <.PSI> rose 1.5 percent and Vietnam <.VNI> added 0.4 percent.

In Singapore, the index rose 0.5 percent, climbing to its highest since April 16. The city state's factory output grew by double-digits from a year ago as the trade-dependent economy continues its rebound from its worst ever-recession last year.

Commodities firms were among gainers, with Noble Group rising 0.33 percent and Wilmar International adding 1 percent.

In Kuala Lumpur, the index <.KLSE> inched up 0.25 percent, in line with the Malaysian ringgit on foreign buying of local assets fanned by optimism about the country's economic recovery.

Financial firm CIMB Group rose 0.7 percent and Malayan Banking was up 0.3 percent.

Madagascar bleeding to death?

Is it true that a body of land could actualy bleed to death? Well if your talking about "bleeding" in the human sense then no, but if we're talking about bleeding in the soil sense than...yes. Madagascar is a country that relies heavily on its agriculture as a foundation for its economy. Deforestation in Madagascars central highlands has caused massive wide spread soil erosion, which in turn leads to water erosion. This water erosion is what astronauts are calling "the bleeding effect". When viewed from space, appears reddish in color and looks as if the island of Madagascar is...well bleeding.

This soil loss due to deforestation in Madagascar for about the last 50 years has resulted in a very costly 112 cubic tons per acre in some regions. And for a country that relies on its agriculture as a means for economic, thats devestating! Of course a bad situation is made worse with the seasonal tropical storms which bring heavy rainfalls. This bleeding of soil is also causing problems on the coastlines. The soil is actualy so thick along the Betsiboka estuary that, ocean going ships which used to be able to travel up the water way, are now blocked due to sediment build-up. Those ships are now forced to berth at the coastline.

These problems are of growing concern especialy to developing nations which also rely on heavy aquaculture projects, the sediment blocking and damaging the coastal regions makes it difficult and in some areas impossible.

Palm oil trade barriers perpetuate poverty

EUROPE, in reducing palm oil usage in its food supply chain, blames oil palm planting for widespread tropical deforestation and peatland clearance.

France's largest frozen food maker Findus said it is removing palm oil from its products in favour of rapeseed oil. French retailer Casino, too, said more than 200 food products would be palm oil-free by the end of the year. This policy would apply to its other retail divisions like Franprix, Leader Price and Monoprix. Another food retailer Auchan said it was working on ways to guarantee all its products are palm oil-free. Carrefour, the world's second-largest retailer, said it will replace palm oil in several branded goods.

British retail chain Marks & Spencer started a campaign against palm oil by putting up five-foot displays in its UK stores stating: "We think that destroying rainforests for palm oil is too high a price to pay for a biscuit."

Two weeks ago, Greenpeace campaigners abseiled into Nestle's annual shareholders meeting in Switzerland and demanded that the food giant stop using palm oil. They hung a banner with the slogan "Nestle, Give the orangutans a break!" and claimed Nestle's use of palm oil in KitKat chocolate bars was harvested at the expense of the rainforests.

These developments have hit a raw nerve among Malaysian lawmakers.

Kanowit Member of Parliament (MP) Aaron Ago Dagang said there's a lot of talk linking oil palm planting to deforestation and climate change but until now there're no empirical evidence. "We need to look at it from all angles," Dagang said in an interview at the Parliament lobby in Kuala Lumpur recently.

He drew attention to a recent news report from Jakarta where World Growth chairman Alan Oxley said several environment non-governmental organisations (NGOs) have strong connections with the European Commission.

Oxley pointed out that up to 60 per cent of WWF Europe's revenue is funded by the EU government. Europe can prioritise environmental issues over economic growth because they are already wealthy, he said.

A quick check on the European Commission's website revealed the Directorate-General for the Environment had, in the last 10 years, handed out over €66 million (RM211 million) to green NGOs. In 1998, the EU funding to environmental NGOs was just over €2 million (RM6.4 million) but last year, the amount nearly topped €9 million (RM29 million).

Mambong MP Datuk Dr James Dawos Mamit said he is not surprised by the EU government funding these NGOs as propaganda proxies. "Politicians in the EU are using political solutions, disguised as environmental concerns, to protect trade interests of their local farmers," he said.

Mamit pointed to an independent think tank report released from Brussels, Belgium admitting the EU Renewable Energy Directive discriminates against imported biofuels, such as palm oil. The EU Renewable Energy Directive is a law that provides the guidelines for European countries to draw up their own biofuel regulations.

The GlobEcon report titled "European Policies Towards Palm Oil: Sorting Out Some Facts" , admits the Renewable Energy Directive's foreign biofuel greenhouse gas calculations as faulty and intentionally discriminate against palm oil. The report demonstrates that the default assumptions embedded in the Directive about the ecological impact of foreign biofuels are based on politics, not scientific or economic reality.

While the use of biofuels across the EU is rising, so too is the chorus of environmental activists opposing their use. Sadly, many of the claims that foreign biofuels, specifically palm oil, are a threat to the environment are seriously flawed, some even completely unfounded, GlobEcon director Dr Gernot Pehnelt wrote.

Standing before lawmakers at the European Parliament, Pehnelt explained how the oil palm industry drive economic growth to alleviate poverty in developing nations like Malaysia and Indonesia. He also urged EU lawmakers to acknowledge the sufferings in low-income nations that palm oil critics continue to perpetuate.

Mambong MP Mamit concurred with Pehnelt that the EU Renewable Energy Directive restricts biofuel imports by rejecting forest land conversion and mandating compliance to greenhouse gas emission standards that are not science-based.

Mamit, who is an environmental expert, explained that conversion of degraded forest to oil palm plantations is just like establishing pine tree plantations in Europe and North America. "In fact, oil palm trees are better at sequestering carbon dioxide than pine trees. Herbs, bushes and shrubs in oil palm plantations thrive underneath the canopy and trunks of oil palm trees," he said.

In Europe and North America, prescribed burning is carried out in pine tree plantations every spring to eliminate pests like pine-bark beetles and fungi. Yet, such destruction of plant biodiversity and greenhouse gas emissions is often ignored.

Mamit then highlighted the hipocrisy of the EU renewable energy directive that dictates developing countries to protect the environment to a far greater degree than Europeans did at the same stage of development but refuses to recognise the high opportunity cost of foregone development.

"If our oil palm planters fail to conform to EU's definition of 'sustainable standards', we are denied access into their market," said Mamit. "It clearly is a political trade barrier meant to protect EU rapeseed oil producers."

On European green NGOs' calls to reject oil palm planting on Sarawak's peat soil and the imposition of unrealistic greenhouse gas criteria on palm oil exports, Julau MP Datuk Joseph Salang Gandum said "We need to take a more balanced view, based on logic and facts."

"These lobbies seemed more targetted at killing the growth of oil palm plantings and blocking palm oil shipments into developed nations like Europe. Such trade barriers only serve to perpectuate poverty in rural Malaysia," he added.

Gandum said oil palm planting has allowed Malaysia to supply affordable cooking oil and margarine to billions of people in other developing nations like China, India, Pakistan, Bangladesh and Vietnam. He cited numbers from Oil World and Malaysian Palm Oil Board's (MPOB) reflecting the growing global palm oil consumption and significant value addition of the palm oil industry to the nation's economy.

According to Oil World trade journal, Malaysia and Indonesia collectively export the bulk of 36.8 million tonnes of palm oil.

In the last two years, Malaysia earned between RM50 billion and RM65 billion (or US$15-20 billion) a year from palm oil exports. Indonesia Palm Oil Commission reportedly said the republic earns US$10 billion annually from palm oil shipments.

Malaysia's annual US$20 billion palm oil exports supports some two million jobs and livelihoods along the sprawling palm oil value chain.

Bankers, insurance companies, islamic financiers, freight forwarders, cargo surveyors, shipping companies, traders, brokers, stock analysts, fund managers, food scientists, process engineers, mechanical engineers, agronomists, economists, ecologists, publishers, doctors, cosmetics companies, detergent manufacturers, lecturers, land surveyors, contractors and relevant government officials are all stakeholders in the palm oil industry.

MPOB's data also show more than 330,000 smallholder families, working on 1.6 million hectares of oil palm plots, produce a quarter of the nation's palm oil exports.

"The numbers speak for themselves. The final frontier of Malaysia's oil palm planting expansion is in Sarawak. Many who live on native customary land, stand to uplift themselves from poverty through sustainable oil palm planting," Gandum said.

"When I say sustainable, I mean better enforcement of the laws governing land boundary rights, good agriculture practices and workers' rights that had already been enacted by Parliament," he added.

I recently traveled I-84 leaving Portland, OR and heading to Boise, ID. The columbia gorge is a marvelous wonderment of rock formations, trees, soil, and waterfalls. It was amazing to see how much erosion is taking place due to a myriad of factors, including water breaking down rocks, soil, and trees. The wear and tear of nature combined with the tourists who are littering, picnicking, and generally not taking very good care of the land are having a profound effect on speeding up this erosion process.

This acceleration of land deterioration was more evident in the high traffic areas such as Multnomah Falls and other tourist attractions along the Interstate. Once you travelled past the areas where people have little or no access to, the cliff-sides off the gorge, while still looking a bit eroded, had very clearly been eroding at a slower pace.

Peranan Masyarakat Mentawai Mengawasi Hutan

Pemanfaatan yang semena–mena dalam mendayagunakan sumber daya hutan menjadi pemicu terjadinya kemarahan alam saat ini. Penjarahan hutan oleh masyarakat telah menimbulkan berbagai kemurkaan alam seperti, banjir,tanah longsor,dan bencana alam lainnya.

Manusiapun tahu dan menyadari bahwa pemanfaatan hutan yang berlebihan juga akan menimbulkan korban jiwa dan kerugian materi yang tidak sedikit.

Suatu sikap wajar bila muncul penilaian dari masyarakat bahwa pemanfaatan sumber daya alam hutan dari berbagai pihak telah sampai pada tahap yang membahayakan kehidupan sehingga timbul anggapan bahwa pemerintah cenderung tidak berdaya dalam mengendalikan kerusakan hutan sebagai akibat dari pemanfaatan hutan dan lahan oleh berbagai pihak.

Sikap seperti ini terlihat pada beberapa daerah. Pada dasarnya sesuai dengan pasal 60 ayat 2 UU No.41 tahun 1999 tentang kehutanan semua anggota masyarakat berlebihan dalam memanfaatkan hutan tanpa mengindahkan daya dukungnya, namun pemerintah belum bertindak secara tegas terhadap masyarakat yang menjadi sponsor sebagai perantara antara masyarakat yang melakukan penebangan dengan para cukong yang berada di antara kelompok masyarakat yang bermukim di sekitar hutan atau tinggal di kota-kota besar.

Tindakan penegakan hukum selama ini di lakukan baru –baru terbatas kepada cukong (pembeli, pengangkut;dan penampung) kayu ilegal, sedangkan mata rantai terjadinya (illegal logging) lebih banyak di pengaruhi dari aktivitas di hulu (lokasi penebangan).

Selama ini publik hanya menyoroti kerusakan hutan yang di akibatkan oleh eksploitasi hutan karena penyalahgunaan izin hak pemanfaatan hasil hutan (HPHH) oleh swasta yang menyebabkan kerusakan hutan, meningkatnya pencurian hasil hutan (illegal logging), kebakaran hutan,perambahan hutan yang pada saat ini terjadi di Kabupaten Kepulauan Mentawai, padahal pengurusan kekayaan sumber alam hutan sebenarnya tidak lepas dari cara pandang dan prilaku semua pihak yang melihat pemanfaatan hutan dari segi ekonominya saja, tidak memperhatikan berbagai aspek ekonomi maupun aspek ekologinya, sehingga semua pihak baik pemerintah, masyarakat, pihak swasta dan pihak asing terpengaruh terhadap pola pikir yang terkesan tidak memperdulikan kelestarian hutan dan lingkungannya.

Konsep pendekatan pertumbuhan ekonomi di mana semua pihak telah beriorientasi pada pemanfaatan hutan sebagai komoditas sumber pendapatan asli daerah yang sangat strategis membuat pengurusan kehutanan yang besar- besaran yang di dukung oleh kebijakan dari Bupati dengan menerbitkan izin untuk melegalkan pemanfaatan hasil kayu. Akibat dari tindakan arogan penguasa di daerah tertentu yang terkesan menyampingkan lingkungan sebagai sistem yang dapat di pengaruh negatif terhadap kehidupan manusia dan makluk lainnya.

Akumulasi dari kemurkaan alam berdampak di mana korban manusiapun berjatuhan dan kerugian materi yang membuat menurunnya kualitas kehidupan sebagai akibat dari meningkatnya jumlah kemiskinan dari masyarakat yang menjadi korban kemurkaan alam.

Terjadinya perubahan fenomena alam yang serba tidak menentu memacu pemerintah untuk mengambil suatu langkah untuk pemulihan dengan mengikutsertakan masyarakat dalam pengawasan hutan secara terencana dengan berbagai upaya seperti, pemberdayaan masyarakat baik di sekitar hutan maupun masyarakat yang bermukim di perkotaan.

Tujuan akhir dari kebijakan pemberdayaan masyarakat adalah peningkatan kesejahteraan yang langsung meyentuh kehidupan sehari –hari. Kesejahteraan yang di tuntut oleh masyarakat adalah terciptanya dua kondisi yang sangat mendasar:

1.Masyarakat menginginkan agar kebutuhan hidup tetap stabil khususnya untuk kebutuhan pokok seperti,pangan ,sandang kesehatan dan pendidikan.

2.Masyarakat menginginkan adanya penghasilan yang bisa di andalkan untuk menghidupi keluarganya secara layak dengan harapan penghasilan itu dapat meningkat dari waktu ke waktu seiring semakin meningkatnya kebutuhan hidup.

Manfaat Hutan

Di beberapa daerah, provinsi, kabupaten pengambilan kebijakan selalu menempatkan sumber daya hutan sebagai aset untuk memperoleh pendapatan daerah (PAD) yang sangat besar dengan melakukan eksploitasi hasil hutan kayu secara besar-besaran tanpa mengindakan fungsi konservasi yang terkandung dalam kawasan hutan konservasi.

Pada hal kalau pemerintah punya etika baik untuk menempatkan hutan dan alam lingkungannya dengan fungsi konservasi yang memberikan berbagai manfaat bagi kehidupan makhluk hidup termasuk manusia tanpa mengeksploitasi hasil hutan berupa kayu yang dapat menimbulkan kerusakan hutan.mungkin nilai yang di dapatkan dari nilai konservasi hutan yang sangat terbatas.kawasan konservasi mempunyai manfaat besar baik secara langsung maupun tidak langsung.

Keuntungan yang di peroleh dari manfaat tidak langsung dari sebuah kawasan hutan konservasi seperti,Taman Nasional,Taman Hutan Raya, Hutan Kota, Hutan Lindung. Dan kawasan hutan yang di tetapkan sebagai kawasan lindung antara lain:kualitas air,proteksi tanah, rekreasi, penelitian ilmiah,pendidikan,dan regulasi iklim.

Kalau kita mau jujur dan seluruh masyarakat termasuk eksekutif dan legislatif dari pusat maupun daerah berpikir ekologis untuk memanfaatkan jasa hutan konservasi yang tersebar di seluruh provinsi dimanfaatkan fungsinya lebih besar untungnya di bandingkan dengan tindakan melakukan mengeksploitasi hutan dengan mengambil kayunya secara besar –besaran yang pada akhirnya berkonsekwensi pada hancurnya kawasan hutan.

Bagaimana peranan masyarakat dalam pengawasan kehutanan di Mentawai?

Undang-undang Nomor 41tahun 1999 pasal 60 ayat 2 bahwa pengawasan kehutanan di lakukan oleh masyarakat tanpa memberikan rincian yang jelas masyarakat pada lapisan mana yang paling berkepentingan melakukan pengawasan terhadap pelestarian hutan dan bentuk pengawasan berkewajiban melakukan pengawasan kehutanan terhadap penyebab hancurnya hutan khususnya di Kabupaten Kepulauan Mentawai. Tapi apakah hal ini dapat terlaksana?

Karena pada umumnya masyarakat mentawai hanya bisa mengkritik bila terjadi bencana alam yang timbul,karena pengundulan hutan.Mungkin kalau masyarakat Mentawai sadar akan Undang- undang akan lebih cepat mengerti dan sekaligus melaksanakan suatu makna dari peraturan tersebut dengan porsi masing –masing.

Masyarakat mentawai yang tinggal di pedesaan dengan kondisi ekonomi pas-pasan dan tingkat pendidikan masih rendah akan lebih banyak problema yang mungkin akan berpotensi bertindak merusak hutan dari pada mengawasinya hal ini terlihat pada masyarakat penebangan liar (illegal logging) di mana masyarakat Mentawaiyang bermukim di sekitar hutan menjadi pelaku penebangan liar setelah memperoleh uang dari para cukong yang berkantong tebal.

Ini membuktikan bahwa masyarakat Mentawai masih sangat rentan terhadap kebutuhan uang untuk memenuhi hidupnya dari pada melestarikan hutan.Berbagai macam cara yang telah di tempuh pemerintah untuk memberdayakan ekonomi masyarakat dengan harapan kesejahteraan dengan kegiatan penyuluhan arti fungsi dan manfaat hutan atau melibatkan masyarakat dalam kegiatan Rehabilitasi Hutan seperti, Penghijauan Gerhan, dan Social Forestry semua ini adalah upaya untuk memberdayakan masyarakat untuk terlibat dalam kegiatan rehabilitasi hutan sekaligus untuk menekankan kegiatan masyarakat yang selama ini melakukan berbagai kegiatan yang dapat merusak hutan.

Yang menjadi permasalahan dan pertanyaan bagi kita semua, sudah seberapa banyak biaya di keluarkan untuk memberdayakan masyarakat Mentawai? Dan sampai di mana dampak dari semua kegiatan tersebut terhadap keamanan hutan?

Untuk itu perlu diakui bahwa keterlibatan masyarakat untuk melakukan pengawasan terhadap penyebab terjadinya kerusakan hutan sangat memegang peranan masyarakat yang bermukim di sekitar hutan,yang secara langsung melihat memantau mengamati pencurian hasil hutan dan prilaku yang menimbulkan kerusakan hutan ini semuanya tidak luput dari pengamatan masyarakat, tetapi adakah masyarakat Mentawai dengan sadar menegur atau melaporkan,mengambil tindakan terhadap prilaku pengrusakan hutan tersebut?

Malahan di beberapa daerah terjadi kasus di mana oknum pejabat baik setingkat kepala Desa sampai pada birokrat yang lebih tinggi yang terlibat dalam pengrusakan hutan dan ikut terlibat dalam penjarahan hasil hutan. Pengawasan untuk meningkatkan kelestarian hutan dapat di lakukan dengan cara, pertama: Secara langsung yaitu: dengan kewenangannya dapat menegur atau menangkap bila terjadi pengrusakan hutan yang berada di wilayah pengawasan.

Kedua, secara langsung yaitu: dengan kewenangan pemerintah khususnya di Mentawai bersama --sama harus berperan dan bertanggung jawab untuk mencegah terjadinya pengrusakan hutan yang semakin parah dan pengendalian pemberian izin usaha pemanfaatan kayu dan pembukaan lahan untuk kegiatan non kehutanan.*
