Perverted Views of Anti-Developing Country(ADC) Environmentalists

Fanned by media support, the anti-developing country environmentalists are desperately competing for the limelight by making outrageous statements hoping to impart maximum damage to the image of products exported from developing countries. The Friends of the Earth (FOE) was recently quoted as saying that “palm oil helps nobody” in their eagerness to campaign against the use of palm oil in Cadbury chocolates in New Zealand. Palm oil, exported mainly from Malaysia and Indonesia, is produced from legitimate agricultural lands just like competing soyabean or rapeseed oils. FOE is well aware that palm oil has helped farmers in Malaysia and Indonesia climb out of the poverty trap which has long been afflicting developing countries. With oil palm as their main crop, farmers in Malaysia and Indonesia are earning US $20 per day presently as compared to US$ 2 per day 30 years ago when oil palm was not a major crop. Campaigning against the produce of developing country farmers by some developed country NGOs is considered plain unethical as these farmers and plantation workers want to have a better life just like their counterparts in developed nations.


In a related event, Greenpeace, an EU based NGO, recently campaigned for New Zealand farmers against the use of palm kernel meal as animal feed for the dairy industry. Greenpeace “attacked” the famous milk brand of New Zealand (Fonterra) by alleging that demand for palm kernel meal by milk farmers will help cause deforestation.

Getting the facts wrong can be counterproductive. The natural forests of New Zealand were mostly wiped out within a generation of white settlements in the 19th and 20th centuries. These natural forests were replaced with grazing land, to produce milk, meat, and wool which are the main exports of New Zealand. One wonders why an agricultural product produced out of deforested land in New Zealand is acceptable to Greenpeace while an agricultural product from Malaysia is often demonised. Both countries cleared land for agricultural purposes long ago, and the extent of deforestation was much more extensively carried out in New Zealand compared to Malaysia. Yet no questions are raised on this matter? Why are NGOs selectively picking developing countries for their campaigns when the actual land clearance is much more obvious in countries like New Zealand and others?

It puzzles me when NGOs ask Cadbury to use cocoa butter rather than oil palm fat in their chocolate formulation. This surely does not solve the problem of alleged deforestation since cocoa is also planted on the same tropical land of Malaysia where oil palms are grown. Are these so called greenies aware that more land needs to be allocated to planting cocoa (more deforestation possibility?) since the fat yield of cocoa is very low as compared to oil palm.

Discouraging New Zealand farmers from using palm kernel meal as part of feed material for dairy cattle will damage the milk industry as yield of milk will surely decline. (Palm kernel meal helps increase milk yield in dairy cattle significantly). Without palm kernel meal, farmers have to supplement the feed shortage and overcome yield decline, by having larger grazing areas which mean a much larger area needed to be deforested in New Zealand.

In the 1950s to 1990s,when Malaysia opened up its jungle land to resettle landless farmers , surveyors from New Zealand were employed to identify land areas suitable for agriculture to plant oil palm and rubber. Are these knowledgeable surveyors not recognised for their contributions to help develop the Malaysian economy?

To me forests, whether temperate or tropical, are valuable to sequester carbon dioxide to prevent global warming. Why then are forests in tropical countries the only target for preservation? This would give developed country farmers a big advantage in exporting their agricultural products unimpeded compared to us in the developing countries. Thus the “ruling by the ADC NGOs” can only apply to those with perverted view points or those naturally opposed to developing countries trying to develop their economy and export agricultural products to earn a decent income. By practicing double standards these perverted NGOs will conveniently ignore the over-deforestation that has taken place in the developed countries which continues till today. If the intention is to reduce carbon emission, let focus on the real culprit: the use of fossil fuel contributes up to 80% of global CO2 emission which mainly occurs in developed countries, but guess who gets the eventual blame - again China and India - .. another popular perverted viewpoint of some NGOs and even western governments.

While writing this piece, the Hon. EU Ambassador to Malaysia came to my office to discuss progress in the palm oil industry in relation to the EU proposed legislation for renewable fuels. He confirmed the concern of the EU for Malaysia not to repeat the mistakes of the developed countries which have over-deforested and have lost biodiversity due to extensive agricultural development. I wonder if the EU automatically assumed that Malaysia will make the mistake of developed countries. When asked why the EU cannot correct their own mistakes by replanting the lost forests, he replied that it was difficult (I couldn’t help thinking that they can spend billions sending people to the moon!), but did say that some countries are beginning to reforest. I also pointed out that on a per capita basis, our forests are currently providing a free service by cleaning up (sequestering) the CO2 emitted by developed countries because of their high per capita consumption of fossil fuel, and our countries should be compensated. There are no freebies in this world. In response, the Hon. Ambassador was keen to explore Malaysia’s proposal as he believes that Malaysia has some possible solutions to offer which the EU may be keen to pursue.

Malaysia should therefore be able to offer its oil palm production model that is linked to the EU concept of sustainable development if the EU in return offers to compensate for sacrifices made to maximise our forest cover. Currently Malaysia’s reforestation programme is funded by the government to the tune of RM 2 billion under the 9th Malaysia’s Five Year plan. In the coming 10th Malaysia’s Five Year Plan, the timely availability of a compensation scheme from the EU could further extend the reforestation programme. Such win-win proposal will allow the EU and their NGOs the opportunity to pay for the extra forests that they desire while our agricultural products such as palm oil are not haressed through the threat of legislations and other trade barriers which could undermine the income of developing country farmers.

Breaking News-RTRS-UPDATE 1-China warns banks on OTC hedge defaults -report

BEIJING, Aug 29 (Reuters) - Chinese state-owned enterprises (SOEs) may unilaterally terminate derivative contracts with six foreign banks that provide over-the-counter commodity hedging services, a leading financial magazine said.
China's SOE regulator, the State-owned Assets Supervision and Administration Commission (SASAC), has told the financial institutions that SOEs reserved the right to default on contracts, Caijing magazine quoted an unnamed industry source as saying.
It did not name the banks or the firms in question but cited a SASAC official as saying that almost every SOE involved in foreign exchange or trade had some exposure to derivatives such as crude oil, non-ferrous metals, agricultural commodities, iron ore and coal, although only 31 SOEs were licensed to do so.
Nobody at SASAC was immediately available to comment on Saturday.

DJI-NEW YORK, Aug 31 (Reuters) - U.S. stocks fell on Monday as concerns about the global economy's health weighed on Wall Street following a sell-off in Chinese equities.

Energy shares led the decline after the sharp drop in China's main stock index, while oil slipped below $70 a barrel on increased worries about global energy demand.

The Shanghai Composite index <.SSEC> fell nearly 7 percent to a three-month low on fears that China's government is trying to moderate economic growth and choke off speculation in its stock market by tightening bank lending.

In Monday's session, the Dow Jones industrial average <.DJI> fell 47.92 points, or 0.50 percent, to end at 9,496.28. The Standard & Poor's 500 Index <.SPX> shed 8.31 points, or 0.81 percent, to 1,020.62. The Nasdaq Composite Index <.IXIC> declined 19.71 points, or 0.97 percent, to close at 2,009.06.

NYMEX-NEW YORK, Aug 31 (Reuters) - U.S. crude oil futures ended below $70 a barrel Monday afternoon as a sharp fall in Chinese equities spurred worries about demand and economic recovery in commodities and global stock markets.

On the New York Mercantile Exchange, October crude settled down $2.78, or 3.82 percent, at $69.96 a barrel, trading from $69.13 to $73.36.

CBOT-SOYBEANS - September down 35-3/4 cents at $11.00 a bushel; November down 31-1/2 at $9.79-1/2.

Fell 3 percent, taking a breather from last week's strong gains, spooked by prospects that Chinese state-owned companies may be allowed to terminate derivative contracts with some foreign banks that provide OTC commodity hedging services.

Pressed by huge first-day September deliveries and ample cash supplies. Falling crude oil adds to bearish tone.

REGIONAL EQUITIES-BANGKOK, Aug 31 (Reuters) - Stock indexes in Singapore and
Indonesia fell to around a one-week low on Monday, weighed down by losses in big-caps and financials such as Oversea-Chinese Banking Corp (OCBC), Telkom Indonesia and Bank Rakyat.

Singapore's index <.FTSTI> dropped 1.4 percent, ending just above the lowest level since Aug. 25 hit during the day, with OCBC sliding 5.6 percent and Singapore Telecom off 3.1 percent.

SSE Weekly: Looks Bearish

Weekly technical landscape looks bearish following market violated the immediate support at 2761. This has provided more room to bias downside potential. As for now, we are looking at the downside support at 2580-2530 followed by 2400-2370. To the upside, resistance is maintain at 3020-3039 (gap left over on since 23/8/2009).

FKLI Weekly: Consolidation is likely to continue

Market is holding its upward momentum without further improvement. Consolidation phase is likely to continue in near term. Currently, we maintain the upside resistance at 1189.5 followed by 1200. Downside support is pegged at 1149 followed by 1126.

Market traded in sideways range again and ended slightly higher ahead of long weekend covering. Benchmark Nov09 had been hovering between 2375-2352 through out the day until it settled RM24 higher at 2370. Players were generally cautious and did not make aggressive moves ahead of long weekend. Positive external markets did provide some support to the BMD as Asian time NYMEX crude oil edged higher today, while both eCBOT soy oil and Dalian palm also follow suit. Daily volume increased slightly to a total of 13,584 contracts that changed hands.

Tips memilih minyak kelapa

Extra virgin coconut oil yang menggunakan bahan daging buah kelapa segar (atau biasa disebut sebagai non-copra) lebih disarankan untuk dipilih. Extra virgin coconut oil umumnya tidak menggunakan bahan kimia dan pemanasan dalam pemurnian lanjut.
Metode yang sering digunakan untuk menghasilkan extra virgin coconut oil adalah dari santan kelapa adalah fermentasi. Santan kelapa yang diperas dari kelapa yang baru saja dipetik difermentasikan selama 24 sampai 36 jam. Selama fermentasi tersebut, air memisah dari minyak. Minyak tersebut kemudian sedikit dipanaskan sebentar untuk menghilangkan air, kemudian disaring. Hasilnya adalah minyak kelapa jernih yang mempertahankan aroma dan rasa yang khas dari kelapa. Cara tersebut merupakan suatu metode tradisional untuk mengekstrak minyak kelapa dan telah digunakan di beberapa negara selama ratusan tahun. Uji laboratorium menunjukkan bahwa hasilnya merupakan minyak kelapa bermutu tinggi, dengan kandungan atau kadar asam laurat antara 50 – 53%.

Minyak tersebut tidak diproduksi massal, tetapi dibuat dengan tangan sama seperti yang telah dilakukan selama ratusan tahun sebelumnya. Karena produsen minyak tersebut berada dalam komunitas dimana pohon-pohon kelapa tumbuh, mereka biasanya secara pribadi menjamin bahwa kelapa-kelapa organik lah yang digunakan dalam produksi extra virgin coconut oil, dan tidak ada bahan kimia apapun yang digunakan dalam budidaya pohon kelapa mau pun dalam pengolahan kelapa tersebut.
Minyak kelapa yang banyak tersedia dibuat dari kopra, yaitu daging buah kelapa (kernel) kering. Kopra dibuat dari pengeringan dengan asap (smoke drying), dengan sinar matahari (sun drying), pengeringan buatan atau kombinasi dari ketiga metode tersebut. Jika kopra standar digunakan sebagai bahan baku, minyak kelapa yang diekstrak masih belum murni sehingga tidak layak dikonsumsi dan mesti dimurnikan. Hal ini disebabkan cara pengeringan kopra yang banyak digunakan merupakan cara yang tidak bersih. Kebanyak kopra dikeringkan di bawah sinar matahri di udara terbuka, dimana kelapa dapat terkena langsung dengan serangga dan jamur. Produk akhir standar yang dihasilkan dari kopra adalah minyak kelapa RBD. RBD singkatan dari refined, bleached, dan deodorisasi. Baik panas tinggi maupun pelarut kimia digunakan dalam metode ini.
Minyak RBD tersebut juga sering dihidrogenasi atai dihidrogenasi secara parsial. Dengan demikian, minyak RBD bukan produk yang baik.
Perbedaaan antara extra virgin coconut oil (minyak kepala perawan) dan refined coconut oil adalah rasa dan aromanya. Extra virgin coconut oil mempertahankan rasa dan aroma segar dari kelapa, dimana copra-based refined oil tidak memiliki rasa sama sekali akibat proses refining.

HAMBURG, Aug 27 (Reuters) - Growing imports of cheap Argentine biodiesel into Europe are replacing U.S. imports hit by European Union anti-dumping duties in March, Swiss-German biodiesel producer Biopetrol said on Thursday.
"Increasing amounts of indirectly-subsidized biodiesel have been coming to Europe from Argentina since the second quarter," Biopetrol said in a statement in a statement on its first half 2009 results.

ISLAMABAD, Aug 27 (Reuters) - Pakistan made heavy purchases of palm oil for August and September but buying will slow in the October-December quarter partly because of stocks and the arrival of the cottonseed crop, an industry official said on Thursday.
Pakistan, after a long pause, has also placed orders for about 95,000 tonnes of oilseeds for October shipment that will also cut demand for palm oil imports, said Rasheed Janmohammad, vice-chairman of the Pakistan Edible Oil Refiners Association.

DJI-NEW YORK, Aug 27 (Reuters) - U.S. stocks closed higher on Thursday as investors turned back an early sell-off, thanks to a rebound in oil prices.

The Dow Jones industrial average <.DJI> gained 37.11 points, or 0.39 percent, to end at 9,580.63. The Standard & Poor's 500 Index <.SPX> added 2.86 points, or 0.28 percent, to 1,030.98. The Nasdaq Composite Index <.IXIC> rose 3.30 points, or 0.16 percent, to 2,027.73.

NYMEX-NEW YORK, Aug 27 (Reuters) - U.S. crude oil futures recovered from sharp session losses and ended more than $1 higher on Thursday, shored up by a rebound on Wall Street and weakness in the dollar.

On the New York Mercantile Exchange, October crude settled up $1.06, or 1.48 percent, at $72.49 a barrel, trading from $69.83 to $72.76.

CBOT-SOYBEANS - September up 23-3/4 cents to $11.14-1/4. November down 1/2 cent at $9.96.

Tight supply of soy, ongoing buying of U.S. soy by China boost nearby prices, but deferred contracts ease on profit taking and expectations for a large crop this fall. Trade watching Argentine farmer strike.

FCPO-JAKARTA, Aug 27 (Reuters) - Malaysian crude palm oil futures edged slightly lower on Thursday with few factors to direct the market.The benchmark November palm oil futures on the Bursa Malaysia Derivatives Exchange edged down 11 ringgit, to 2,346 after moving in a tight range of 2,335 to 2,369 ringgit. Overall volume was thin at 11,155 lots of 25 tonnes each.

REGIONAL EQUITIES-BANGKOK, Aug 27 (Reuters) - Singapore shares hit a two-week
high on Thursday, led by offshore oil services firm Swiber and Chinese shipbuilder Cosco Corp, while other Southeast Asian bourses ended mixed.

Singapore's benchmark index <.FTSTI> rose 0.5 percent to its highest since Aug. 14, underpinned by gains in mid-capitalized companies such as Swiber Holdings , which surged 7.5 percent, and Cosco Corp , which climbed 4.9 percent.

Malaysia's index <.KLSE> was up 0.4 percent, with Malaysia Mining Corp up 5.7 percent and telecom firm Axiata gaining 0.7 percent after strong quarterly results.

Indonesia's index <.JKSE> dropped 1 percent, weighed down by a 7.3 percent fall in nickel producer International Nickel Indonesia and a 4 percent drop in coal producer Bumi Resources .

immediate technical outlook weaken a little following prices continue to lose ground after tested the immediate support at 36.25. Thus, market may sideways to bias downside potential in near term. As for now, upside resistance is looking at 37.00-37.50. Downside support is pegged at 35.90-35.70.

FKLI Daily: Consolidation likely to extend

Consolidation phase is still taking place. Thus, we maintain the immediate resistance is adjusted to 1177.5 followed by 1189.5. To the downside, support is remains at 1167-1163 (unfilled gap left over since 24/8/2009) followed by 1150.

Palm oil futures extended its sideway movement and ended slightly lower. Benchmark Nov09 initially hit intra day high of 2369 after opened almost unchanged at 2360, but then immediately eased off and began to hover in the negative territory for the rest of the day. It settled RM11 lower at 2346, after moving in a tight range between 2355-2335 through out most of the sessions. Trading activity remained rather quiet, which may be partly due to school holiday through out this week. Daily volume declined again with a total of 11,155 contracts that changed hands.

MENDAPATKAN BIBIT SECARA ONLINE

Pemasaran bibit tanaman perkebunan melalui internet adalah strategi maju dalam penjualan bibit . Hanya saja konsumen perlu lebih awas terhadap legalitas bibit tersebut.

Keberadaan jaringan internet pada dasarnya dapat mendukung upaya penyebaranan bibit unggul bermutu. Melalui "jaringan tanpa batas tersebut" calon pembeli bibit dapat memperoleh informasi tentang lokasi, ketersediaan dan harga bibit langsung dari penjual benih. Menariknya banyak sarana yang dapat digunakan untuk berpromisi oleh antara lain milis, blog, website penyedia iklan online, facebook, dsb.

Namun penjualan bibit melalui internet ini tentu bukan tanpa resiko, khususnya bagi konsumen. Calon pembeli awam yang tidak paham tentang kriteria dan syarat legalitas bibit, berpeluang berhubungan dengan oknum yang menjual benih atau bibit asalan.

Sawit dan Karet Menjadi Primadona
Ironisnya, jika ini sampai terjadi akhirnya konsumen yang dirugikan. Apalagi jika yang dibeli adalah bibit tanaman tahunan. Sulit diketahui mutu secara fisik. Si pengguna baru menyadarinya setelah tanaman menghasilkan, dan ternyata produksinya rendah. Padahal biaya yang telah dikeluarkan untuk pembelian bibit dan pemeliharaan tanaman selama bertahun-tahun hingga menghasilkan sudah cukup besar.

Bibit tanaman perkebunan yang sering dipasarkan melalui internet antara lain kelapa sawit dan karet. Hal ini dapat dilihat melalui mesin pencari seperti google atau yahoo. Dengan mengetikkan "bibit sawit" atau "bibit karet" akan diperoleh banyak informasi penawaran bibit

Hanya saja bibit kedua komoditas ini juga yang paling sering dijual dengan kualitas asalan oleh oknum-oknum tak bertanggung jawab. Dipastikan, banyak penjual bibit online yang memasarkan benih atau bibit yang tidak bermutu.


Setidaknya dari sejumlah informasi yang masuk di salah satu milis pertanian membuktikan hal tersebut. Misalnya informasi dari seorang penjual bibit sawit yang menyebutkan “ Kami menjual bibit sawit dan karet bersertifikat dan tidak bersertifikat”. Tentu ini bertolak belakang dengan ketentuan yang berlaku, bahwa bibit yang disalurkan kepada masyarat harus bersertifikat.

Ada juga informasi yang disampaikan demikian “ dijual bibit sawit marihat, costrarica, malaysia produksi tinggi hingga 40 ton/ha/thn TBS”. Membaca iklan ini tentu akan sangat menarik minat konsumen untuk membeli. Namun informas inipun bertentangn dengan aturan yang berlaku, karena bibit impor (asal Costarica maupun Malaysia) tidak dapat diperjualbelikan. Artinya pihak yang dapat mengimpor benih dari luar negeri adalah pengguna langsung dari bahan tanam tersebut. Dan pemerintah tidak pernah mengeluarkan izin impor bagi penangkar, untuk dibibitkan dan kemudian dijual kembali bibit.

Cara Aman Membeli Benih
Oleh sebab itu, mencegah konsumen dirugikan oleh oknum penjual bibit asalan, sebelum pembelian konsumen perlu mencek betul legalitas usaha pembibitan dari si penjual. Syarat pertama yang harus dipenuhi, adalah memiliki Tanda Registrasi Usaha Perbenihan (TRUP), yang dikeluarkan oleh Dinas yang membidangi Perkebunan di daerah.

Bahwa penangkar atau penjual bibit harus memilik TRUP untuk secara legal dapat memasarkan bahan tanamnya. Kemudian pastikan apakah bibit yang akan disalurkan bersertifikat atau tidak. Jika ada penjual yang menawarkan opsi bibit bersertifikat dan yang tidak, sebaiknya konsumen harus waspada karena ini adalah indikasi jika penjual bibit tersebut adalah oknum.

Untuk lebih memastkan lagi, konsumen bisa mencek ke Dinas Perkebunan dimana lokasi kebun pembibitan berada, perihal keberadaan dan legalitas usaha dari si penjual bibit. Maka 30.000 bibit yang lain bisa dipastikan ilegal.

Dan ada sebaiknya sebelum melakukan pembelian, konsumen perlu melihat langsung kebun pembibitan si penjual. Ini perlu untuk meyakinkan jika bibit yang dijual benar-benar ada.

Oleh sebab itu, pembelian bibit baik secara online ataupun offline tetap membutuhkan kehati-hatian dari konsumen. Jika tidak demikian, dikhawatirkan bibit yang diperoleh adalah yang tidak bermutu.

Pemasaran bibit tanaman perkebunan melalui internet adalah strategi maju dalam penjualan bibit . Hanya saja konsumen perlu lebih awas terhadap legalitas bibit tersebut.

Keberadaan jaringan internet pada dasarnya dapat mendukung upaya penyebaranan bibit unggul bermutu. Melalui "jaringan tanpa batas tersebut" calon pembeli bibit dapat memperoleh informasi tentang lokasi, ketersediaan dan harga bibit langsung dari penjual benih. Menariknya banyak sarana yang dapat digunakan untuk berpromisi oleh antara lain milis, blog, website penyedia iklan online, facebook, dsb.

Namun penjualan bibit melalui internet ini tentu bukan tanpa resiko, khususnya bagi konsumen. Calon pembeli awam yang tidak paham tentang kriteria dan syarat legalitas bibit, berpeluang berhubungan dengan oknum yang menjual benih atau bibit asalan.

Sawit dan Karet Menjadi Primadona
Ironisnya, jika ini sampai terjadi akhirnya konsumen yang dirugikan. Apalagi jika yang dibeli adalah bibit tanaman tahunan. Sulit diketahui mutu secara fisik. Si pengguna baru menyadarinya setelah tanaman menghasilkan, dan ternyata produksinya rendah. Padahal biaya yang telah dikeluarkan untuk pembelian bibit dan pemeliharaan tanaman selama bertahun-tahun hingga menghasilkan sudah cukup besar.

Bibit tanaman perkebunan yang sering dipasarkan melalui internet antara lain kelapa sawit dan karet. Hal ini dapat dilihat melalui mesin pencari seperti google atau yahoo. Dengan mengetikkan "bibit sawit" atau "bibit karet" akan diperoleh banyak informasi penawaran bibit

Hanya saja bibit kedua komoditas ini juga yang paling sering dijual dengan kualitas asalan oleh oknum-oknum tak bertanggung jawab. Dipastikan, banyak penjual bibit online yang memasarkan benih atau bibit yang tidak bermutu.


Setidaknya dari sejumlah informasi yang masuk di salah satu milis pertanian membuktikan hal tersebut. Misalnya informasi dari seorang penjual bibit sawit yang menyebutkan “ Kami menjual bibit sawit dan karet bersertifikat dan tidak bersertifikat”. Tentu ini bertolak belakang dengan ketentuan yang berlaku, bahwa bibit yang disalurkan kepada masyarat harus bersertifikat.

Ada juga informasi yang disampaikan demikian “ dijual bibit sawit marihat, costrarica, malaysia produksi tinggi hingga 40 ton/ha/thn TBS”. Membaca iklan ini tentu akan sangat menarik minat konsumen untuk membeli. Namun informas inipun bertentangn dengan aturan yang berlaku, karena bibit impor (asal Costarica maupun Malaysia) tidak dapat diperjualbelikan. Artinya pihak yang dapat mengimpor benih dari luar negeri adalah pengguna langsung dari bahan tanam tersebut. Dan pemerintah tidak pernah mengeluarkan izin impor bagi penangkar, untuk dibibitkan dan kemudian dijual kembali bibit.

Cara Aman Membeli Benih
Oleh sebab itu, mencegah konsumen dirugikan oleh oknum penjual bibit asalan, sebelum pembelian konsumen perlu mencek betul legalitas usaha pembibitan dari si penjual. Syarat pertama yang harus dipenuhi, adalah memiliki Tanda Registrasi Usaha Perbenihan (TRUP), yang dikeluarkan oleh Dinas yang membidangi Perkebunan di daerah.

Bahwa penangkar atau penjual bibit harus memilik TRUP untuk secara legal dapat memasarkan bahan tanamnya. Kemudian pastikan apakah bibit yang akan disalurkan bersertifikat atau tidak. Jika ada penjual yang menawarkan opsi bibit bersertifikat dan yang tidak, sebaiknya konsumen harus waspada karena ini adalah indikasi jika penjual bibit tersebut adalah oknum.

Untuk lebih memastkan lagi, konsumen bisa mencek ke Dinas Perkebunan dimana lokasi kebun pembibitan berada, perihal keberadaan dan legalitas usaha dari si penjual bibit. Apakah penangkar tersebut terdaftar dan merupakan binaan Disbun atau tidak. Jika tidak sebaiknya konsumen harus berhati-hati atau mempertimbangkan kembali rencana pembeliannya.

KUALA LUMPUR, Aug 26 (Reuters) - IOI Corp , Malaysia's second-largest palm oil producer, reported an 18 percent fall in quarterly net profit, hit by lower palm oil prices and an impairment charge on a property project.
IOI Corp said it wrote down the value of a Singapore property development by 242.8 million ringgit ($68.86 million) in the fourth quarter. Average crude palm oil price realised in the quarter fell 27 percent from a year ago to 2,455 ringgit a tonne.
The company, which plans to raise up to 1.22 billion ringgit via a rights offering this year, said the outlook for fiscal 2010 was tied to the global economic recovery.

CHICAGO, Aug 26 (Reuters) - The fungus that causes sudden death syndrome (SDS) in soybeans has been spotted in Illinois, Indiana, Iowa and Kentucky, and plant pathologists said cool and wet conditions are leading to increased cases of SDS.
Effects of SDS can range from complete crop devastation in extreme cases to only marginally effecting yield in minor instances.
SDS typically hits soybean plants during the crucial pod-filling stage. The fungus causes leaves to form yellow and brown spots, turning off photosynthesis, before the leaves fall off the stem and the plant quickly dies.

BUENOS AIRES, Aug 26 (Reuters) - Argentina's cabinet chief criticized farm leaders on Wednesday for calling a new strike that raised concerns over exports and said the government will not back down on the partial veto of a drought-aid law.
Farmers plan to launch a one-week strike on Friday, freezing grain and cattle sales in one of the world's biggest suppliers of corn, beef and soybeans. Local livestock prices rose on Wednesday as meatpackers feared shortages.
A soy industry group in Argentina said the strike might affect some soybean shipments, though producers of soy oil and meal probably have enough stocks to ride out a week-long strike and U.S. soy futures reversed early gains.

JAKARTA, Aug 26 (Reuters) - Indonesia shipped out 1.09 million tonnes of palm oil products in July, a rise of 4 percent from a year ago, driven by exports to China and the United States, estimates from an industry group showed on Wednesday.
The world's biggest palm oil producer exports palm oil products mainly to India, Europe and China. More than half of Indonesia's palm oil exports are in the forms of crude palm oil, whereas rival Malaysia sells mostly higher-value, refined products.
Data compiled by the Indonesian Palm Oil Association (GAPKI) showed that exports fell in July from June, when 1.18 million tonnes were shipped out, mainly because of lower exports to Bangladesh, India and China.

Central bank Governor Zeti Akhtar Aziz told a press conference that the budget, due in October, would see a revision to government forecasts that the economy would shrink 4-5 percent for the full year and that the drop would be less than that.

DJI-NEW YORK, Aug 26 (Reuters) - Investors stayed cautious on Wednesday after a rally, leaving stocks little changed despite solid reports on new home sales and durable goods orders.

For the third consecutive day, equities bounced after favorable news, but the gains fizzled. The Dow Jones industrial average <.DJI> rose 4.23 points,
or 0.04 percent, at 9,543.52. The Standard & Poor's 500 Index <.SPX> added just 0.12 of a point, or 0.01 percent, to 1,028.12. The Nasdaq Composite Index <.IXIC> ended up just 0.20 points, or 0.01 percent, at 2,024.43.

NYMEX-NEW YORK, Aug 26 (Reuters) - U.S. crude oil futures ended down but well above session lows on Wednesday after government data showed crude oil inventories rose far less last week than what an industry report showed on Tuesday.

"The (EIA) numbers were not as negative as the API numbers were. So the market bounced," said Tom Bentz, analyst at BNP Paribas Commodity Futures Inc, in New York.

On the New York Mercantile Exchange, October crude settled 62 cents lower, or 0.86 percent, at $71.43 a barrel, trading from $70.67 to $72.64.

FCPO-JAKARTA, Aug 26 (Reuters) - Malaysian crude palm oil futures closed little changed on Wednesday, giving up more than 1 percent in late trade on profit-taking, amid caution about production prospects for this month, traders said.

The benchmark November palm oil futures on the Bursa Malaysia Derivatives Exchange edged up 2 ringgit, or 0.1 percent to 2,357 ($669.03) per tonne, after going as high as 2,385 ringgit. Overall volume was 15,048 lots of 25 tonnes each.

REGIONAL EQUITIES-BANGKOK, Aug 26 (Reuters) - Major Southeast Asian stock
markets posted small gains in cautious trade on Wednesday, with sectors such as financials and airlines advancing as investors bought stocks likely to benefit from economic recovery.

Singapore's index <.FTSTI> rose 0.4 percent, led by a 1.4 percent gain in Oversea-Chinese Banking Corp and a 3.3 percent rise in Singapore Airlines .

Other markets moved in a confined range, with Malaysia's index <.KLSE> inching up 0.13 percent, Indonesia's index <.JKSE> flat and Thailand's index <.SETI> adding 0.4 percent, building on a four-day rise of almost 4 percent.

Palm oil futures ended marginally positive after a mix trading sessions. Benchmark Nov09 continued to be in ranging mode as it hovered between 2337-2385 level through out the day until it ended RM2 higher at 2357. Market talks that SPPORMA 1-25 days Aug palm oil production down around 9.04% had provided some cushion to BMD. However, trading activity was rather quiet today, as players were still cautiously waiting for further new leads. Daily volume fell lower again with a total of 15,048 contracts changed hands.

Karet Turun, Harga TBS Sawit Riau Tertinggi di Sumatera

Dua komoditas perkebunan Riau mengalami beda nasib dalam masalah harga pekan ini. Jika getah karet turun tipis, maka harga TBS sawit di Riau naik dan menjadi yang tertinggi di Sumatera.

Riauterkini-PEKANBARU- Trand positif dua komoditas perkebunan unggulan di Riau hanya berlanjut untuk tandan buah segar (TBS) kelapa sawit. Sementara harga getah turun tipis. Berdasarkan informasi Gabupagan Pengusaha Karet Indonesia (Gapki) Riau, harga getah karet pekan ini turun menjadi Rp 14.500 perkilogram, dari semula Rp 14.750 perkilogram.

Sementara untuk TBS sawit pekan ini sebenarnya hanya mengalami kenaikan tipis, yakni berkisar Rp 15,22 perkilogra, meski demikian, kenaikan tersebut menempatkan harga TBS sawit di Riau menjadi yang tertinggi di Sumatera.

"Pekan ini harga TBS kelapa sawit kembali naik. Meskipun tipis, namun menjadikan harga TBS kita tertinggi di Sumatera," ujar Kasubdin Pemasaran Hasil Perkebunan Dinas Perkebunan Riau Fery CH Putra kepada riauterkini usai memimpin rapat penetapan harga TBS kelapa sawit di kantornya, Selasa (25/8/09). 

Sedangkan untuk TBS dari tanaman dengan usia dibawah 10 tahun, harganya sebagai berikut: usia 3 tahun Rp 1.007,15 perkilogram, usia 4 tahun Rp 1.126,06 perkilogram, usia 5 tahun Rp 1.205,54 perkilogram, usia 6 tahun Rp 1.239,76 perkilogram, usia 7 tahun Rp 1.287,45 perkilogram, usia 8 tahun Rp 1.327,50 perkilogram dan usia 9 tahun Rp 1.369,35 perkilogram.

Kenaikan harga TBS kelapa sawit di Riau tak lepas dari membaiknya harga CPO di pasar dunia yang berkisar Rp 6.757,03 perkilogram dan kernel pada kisaran Rp 2.790,51 perkilogram.***(mad)


Ratusan Ribu Hektar Kebun Sawit di Riau Tanpa HGU

Keberadaan 1.7 juta hektar kebun kelapa sawit di Riau tak sekedar mendatang keunggulan daerah, tapi juga masalah, karena ratusan ribu hektar di antaranya tanpa HGU.

Riauterkini-PEKANBARU- Kepala Dinas Perkebunan Riau Muhammad Yafiz mengungkapkan banyaknya perusahaan perkebunan kelapa sait di Provinsi Riau yang membuka kebun melebihi izin Hak Guna Usaha (HGU) yang dimiliki. Kondisi tersebut sangat merugikan daerah. Baik dari aspek penerimaan, maupun aspek tanah sebagai aset daerah.

“Sangat banyak perusahaan perkebunan kelapa sawit yang membuka kebun melebihi HGU yang dimilikinya. Inilah yang kita sedang rancang penertibannya,” ujar Yafiz saat berbincang dengan riauterkini di kantor Gubernur Riau, Rabu (26/8/09). 

Dipaparkan Yafiz, dari sekitar 225 perusahaan perkebunan yang mengantongi HGU, diperkirakannya sektiar 60 persen membuka kebun melebihi luas HGU. Dari total luas kebun kelapa sawit di Riau 1.7 juta hektar, diperkirakan sekitar 20 persennya ditanam di lahan yang berada di luar areal HGU. 

Sebagai contoh Yafis menyebut PTPN V dengan kebun seluas 2.800 hektar di Sinamanenek, Kecamatan Tapung, Kabupaten Kampar. “Kebun itu terbukti ditanam di luar HGU dan sekarang bersengketa dengan masyarakat. Meskipun BPN (Badan Pertanahan Nasional.red) dan Menteri BUMN menyatakan kebun tersebut ilegal, namun sampai saat ini belum jelas penyelesaiannya sampai sekarang,” keluhnya. 

Dijelaskan Yafiz, pihaknya saat ini tengah merancang penertiban kelapa sawit yang ditanam di luar HGU, hanya saja regulasi menjadi hambatan paling besar. Pasalnya, Dinas Perkebunan bukan merupaka intansi terkait dalam proses perizinan pembukaan perkebunan. “Izinnya lewat BPN dan langsung ke Jakarta setelah dari kabupaten. Jadi tidak melalui kita. Kita hanya menerima laporan data,” tuturnya. 

Meski demikian, lanjut Yafiz, pihanya telah memulai dengan langkah presuasif. “Secara bertahap kita sudah mulai memanggil perusahaan-perusahaan bersangkutan untuk kita cek kebenaran datanya. Selanjutnya pada 2010 mendatang kita akan usulan program penertibannya,” demikian penjelasan Yafiz.***(mad)

The U.S. dollar slipped against the euro and yen as the data and Bernanke's nomination led investors to seek out higher-yielding currencies and assets.

The Dow Jones industrial average <.DJI> closed up 30.01 points, or 0.32 percent, to 9,539.29. The Standard & Poor's 500 Index <.SPX> rose 2.43 points, or 0.24 percent, to 1,028.00. The Nasdaq Composite Index <.IXIC> climbed 6.25 points, or 0.31 percent, to 2,024.23.

NYMEX-NEW YORK, Aug 25 (Reuters) - U.S. crude oil futures gave up some more ground in post-settlement trading on Tuesday after industry data from the American Petroleum Institute showed an unexpectedly large increase in crude inventories last week.

The API said that for the week to Aug. 21, domestic crude stocks shot up 4.3 million barrels to 346.7 million barrels as imports rose sharply, defying a forecast in a Reuters poll of analysts for a 1.1 million barrel drawdown.

On the New York Mercantile Exchange at 4:55 p.m. EDT (1655), October crude was down $3.03, or 4.07 percent, at $71.34 a barrel. It earlier settled down $2.32, or 3.12 percent, at $72.05, trading from $71.11 to $75, which was the highest since prices hit $75.69 on Oct. 21, 2008.

CBOT-SOYBEANS - September up 11 cents at $10.91 a bushel; November down 8-1/2 at $9.99.

Spot September hits 1-1/2 week top on tight stocks and persistent Chinese buying of U.S. soybeans. Technically strong, soaring past key moving averages with prices filling in big gap in continuos spot of 75 cents created when August expired on Aug. 14.

Singapore's index <.FTSTI> added 0.25 percent, with DBS Group , Southeast Asia's biggest lender, rising 1.1 percent and Singapore Telecommunications almost 1 percent higher.

Palm oil futures ended lower after a range bound trading sessions. Benchmark Nov09 had been ranging in the negative territory as it hovered between 2373-2323 level through out the whole day. The results of export data for Aug 1-25 released by both private cargo surveyors had indeed fallen significantly lower but the decline was better than market expectation. ITS & SGS reported a decrease of 10.5% and 7.5% respectively, instead of the 12% which was talked yesterday. Benchmark Nov09 finally settled RM20 lower at 2355. External markets were rather weak as both Asian time NYMEX crude oil and eCBOT soy oil edged lower today, while Dalian palm also ended inching lower.

Pro Farmer pegged U.S. corn production at 12.807 billion bushels and soybean production at 3.150 billion bushels. The average corn yield was estimated at 160.1 bushels per acre while the soybean yield was seen at 41.0 bpa.

Benchmark Nov09 initially surged to intra day high of 2402 in the morning session after opened RM33 higher at 2378 tracking the early rally in NYMEX crude oil & eCBOT soy oil after extending their respective overnight gains. However, palm oil prices encountered some resistance in the second session as the emerged of market talk that Aug1-25 export data which is due to release tomorrow may drop to 980k tonnes (ITS reported last month corresponding period at 1.11 million tonnes), prompted some liquidation activities. Benchmark Nov09 eased off to intra day low of 2364 before it settled RM30 higher at 2375. Daily volume reduced to a total of 17,937 contracts that changed hands.

DJI-NEW YORK, Aug 24 (Reuters) - U.S. stocks ended the day barely changed on Monday as investors took a break from a four-day rally that lifted major indexes to 10-month highs.

Wall Street initially charged higher, but a sharp gain in U.S. Treasury debt prices, which drove benchmark yields lower, triggered a sell-off in stocks.

U.S. Treasury debt prices rose on Monday, with the 30-year bond gaining almost 2 full points, as investors did some bargain hunting after Friday's sharp losses and the Federal Reserve bought government debt.

The Dow Jones industrial average <.DJI> rose 3.32 points, or 0.03 percent, to end at 9,509.28. But the Standard & Poor's 500 Index <.SPX> inched down just 0.56 of a point, or 0.05 percent, to 1,025.57 and the Nasdaq Composite Index <.IXIC> shed 2.92 points, or 0.14 percent, to 2,017.98.

NYMEX-NEW YORK, Aug 24 (Reuters) - U.S. crude oil futures ended higher on Monday on economic recovery hopes, but pared gains near the close as Wall Street trimmed its intraday highs.

On the New York Mercantile Exchange, October crude settled up 48 cents, or 0.65 percent, at $74.37, the highest settlement since Oct. 15, 2008's $74.54. October crude traded from $73.57 to $74.81, the highest front-month intraday price since Oct. 21, 2008's $75.69.

CBOT-SOYBEANS - September up 57 cents at $10.80 a bushel; November up 34-1/2 at $10.07-1/2.

Chinese demand for U.S. soy, a drought in China that was leading to concern about the soy crop there and an immature U.S. soy crop that could be harmed by an early frost combine to lift soybean futures.

Talk of China buying three to four cargoes of U.S. soybeans during the weekend supportive.

CBOT-SOYOIL - September up 0.78 cent at 37.11 cents per lb. Spillover support from strong gains in soy combined with firm crude oil lift soyoil futures.

FCPO-JAKARTA, Aug 24 (Reuters) - Malaysian crude palm oil futures rose 1.3 percent on Monday, but came off a one-week high hit earlier in the day following market talk of a drop in palm oil exports for the August 1-25 period, traders said.

Benchmark November palm oil futures on the Bursa Malaysia Derivatives Exchange settled up 30 ringgit to 2,375 ($677.0) per tonne, after rising as high as 2,402 ringgit, a level not seen since Aug. 14. Overall volume was 17,937 lots of 25 tonnes each.

REGIONAL Equities
-BANGKOK, Aug 24 (Reuters) - Most Southeast Asian stock indexes hovered around a one-week high on Monday, buoyed by optimism about economic recovery, with property and financials such as CapitaLand and DBS leading the way in Singapore.

Singapore's benchmark Straits Times Index <.FTSTI> climbed 2.7 percent to close at its highest since Aug. 14, with CapitaLand , Southeast Asia's largest developer, rising 3 percent and top lender DBS Group adding 2.1 percent.

Malaysia's index <.KLSE> added 0.9 percent to its highest since Aug. 17, Indonesia's index <.JKSE> gained 1.8 percent to its highest since Aug. 18 and Thailand's index <.SETI> added 1.4 percent to its highest since September last year. BEIJING, Aug 21 (Reuters) - The new, cheap U.S. soy crop has attracted buyers in China, the world's largest importer, and Chinese crushers are likely to continue brisk imports in coming weeks, according to an official survey issued on Friday.
The U.S. soy price for January shipment at about 3,550 yuan ($519.7) was 6 percent lower than Beijing's bidding price for its soy reserves, and the China National Grain and Oils Information Center (CNGOIC) said that favorable price differential would continue to spur imports in the weeks ahead.

DJI-NEW YORK, Aug 21 (Reuters) - U.S. stocks ended the week at 2009 highs on Friday after a surprising rise in home sales and optimistic comments from Federal Reserve chief Ben Bernanke reassured investors about the prospects for an economic recovery.

The S&P 500 and the Nasdaq hit 10-month intraday highs, while the Dow industrials rose to their highest level in nine months. The S&P 500 is now up 51.7 percent from its 12-year closing low set on March 9.

At the Fed's annual conference in Jackson Hole, Wyoming, Bernanke gave his clearest signal yet that the global economy is emerging from a recession. But the Fed chairman warned that growth would be sluggish for a time.

The Dow Jones industrial average <.DJI> jumped 155.91 points, or 1.67 percent, to end at 9,505.96. The Standard & Poor's 500 Index <.SPX> climbed 18.76 points, or 1.86 percent, to 1,026.13. The Nasdaq Composite Index <.IXIC> rose 31.68 points, or 1.59 percent, to 2,020.90.

NYMEX-NEW YORK, Aug 21 (Reuters) - U.S. crude oil futures ended at a 10-month high Friday on economic optimism, as Wall Street gained sharply and the dollar weakened.

On the New York Mercantile Exchange, new front-month October crude settled up 98 cents, or 1.34 percent, at $73.89 a barrel, the highest settlement since Oct. 20, 2008, when the top contract ended at $74.25.

NYMEX October crude traded from $72.03 to $74.72, the highest intraday price for the year and marking the highest since front-month prices hit $75.69 on Oct. 21, 2008.

CBOT-SOYBEANS - September up 23-3/4 cents at $10.23 a bushel; November up 16 at $9.73. Lifted by persistent Chinese buying of U.S. soy, cool U.S. weather slowing crop maturity raising concern of potential damage from an early frost, weaker dollar.

CBOT-SOYOIL - September up 0.53 cent at 36.33 cents a lb. Spillover support from strong gains in soy combined with firm crude oil and weak dollar.

FCPO-KUALA LUMPUR, Aug 21 (Reuters) - Malaysian crude palm oil rose 1.9 percent on Friday, recovering from a near three-week low earlier in the session on talk of lower production in a key growing region.

Benchmark November palm oil futures on the Bursa Malaysia Derivatives Exchange fell as much as 67 ringgit to 2,234 ringgit ($634.7) per tonne, a level unseen since Aug. 3, but recovered slightly to settle up 44 ringgit at 2,324 ringgit.

REGIONAL EQUITIES-BANGKOK, Aug 21 (Reuters) - Most Southeast Asian stock markets erased earlier falls to end positive on Friday as investors bought back energy and financial stocks, while Singapore defied the trend by ending near a four-week low.

Trading was volatile as investors nervously watched markets in China, where the Shanghai index <.SSEC> ended up 1.7 percent after a 20 percent tumble in the two weeks to Wednesday on concerns over the pace of economic recovery.

Malaysian stocks <.KLSE> closed flat, edging up 0.03 percent, Indonesia stocks <.JKSE> climbed 0.23 percent, and Vietnam <.VNI> rose for a third straight day, ending up 1.03 percent to 519.17 to its highest since Sept. 9, 2008.

However, Singapore's benchmark stock index <.FTSTI> ended down 0.57 percent to a near four-week low, with plam oil planter Golden Agri-Resources dipping 1.03 percent, hit by falling palm oil futures.

Palm oil futures made a dramatic “U turn” as it clawed back its earlier losses to end higher. Benchmark Nov09 initially opened RM19 higher at 2320 but was immediately slammed down through out the morning session, tracking the weak external markets in the early Asian time trading. It hit intra day low of 2234 before the morning close at 2240. However, market sentiment then began to change as external markets started to improve. The emerge of massive short covering and speculative buying activities saw Benchmark Nov09 gapped higher during second session opening and continued to rally strongly in the remaining session until it hit intra day high of 2346 before settled RM44 higher at 2345. Both Asian time NYMEX crude oil and eCBOT soy oil had recovered later and traded with more than 1% gain in late trading.

Harga CPO Bakal Bergejolak Lagi

Jakarta - Harga minyak sawit mentah atau crude palm oil (CPO) diperkirakan akan kembali berfluktuasi tajam memasuki penghujung semester II-2009.

Diperkirakan permintaan CPO mulai naik karena banyaknya kekeringan di beberapa negara penghasil subtitusi CPO dan adanya permainan para spekulan komoditi CPO di pasar internasional.

Hal ini disampaikan Ketua Bidang Pemasaran Gabungan Pengusaha Kelapa Sawit Indonesia (Gapki) Susanto saat dihubungi detikFinance, Minggu(23/8/2009).

"Memang beberapa bulan kedepan tren harga CPO akan positif, tetapi bakal ada fluktuasi tinggi, pagi-siang turun naik bukan karena hanya supply dan demand tapi karena fund, sehingga membuat mekanisme pasar volatile," katanya.

Kondisi tersebut kata dia, sejalan dengan perkiraan jumlah ekspor produk CPO Indonesia pada semester II-2009 diperkirakan akan mengalami kenaikan sebesar 100.000 ton per bulannya.

Sehingga kenaikannya dari rata-rata per bulannya di semester I-2009 yang mencapai 1,1-1,2 juta ton menjadi 1,3 juta ton rata-rata per bulan di semester II.

"Ekspor akan naik per bulannya, 100.000 ton rata-rata naik menjadi 1,3 juta ton, di semester sebelumnya hanya 1,1 juta ton hingga 1,2 juta ton," katanya.

Susanto menjelaskan kenaikan ini, bukan hanya di picu oleh adanya penetapan bea keluar CPO dua bulan berturut-turut sebesar 0%, melainkan karena adanya perkiraan permintaan CPO yang meningkat di semester II-2009.

Diantaranya adanya musim kering di India sehingga membuat adanya pergeseran panen produk-produk komoditi subtitusi CPO di India.

Selain itu, hal yang sama pun bakal terjadi di Argentina dimana produksi kedelainya akan mengalami pengurangan produksi sehingga mau tidak mau harus menambahnya dengan CPO.

"Di China pun akan meningkatkan permintaan CPO nya untuk mengganti minyak kedelainya yang masih kurang," ucapnya.

Dikatakannya rata-rata harga CPO selama tahun 2008 sebesar US$ 727 per ton. Sedangkan harga CPO mulai awal tahun 2009 ini di Rotterdam sebesar US$ 585 per ton.

Dari sisi produksi pada semester II-2009, produksi CPO Indonesia diperkirakan mencapai 1,7-1,8 juta ton per bulan atau naik dari produksi rata-rata perbulan di semester I yang hanya 1,4 juta ton.

"Tahun lalu total produksi CPO kita 19,2 juta ton tahun ini diperkirakan akan tembus 20,5 juta ton. Pasokan dalam negeri masih aman yang per bulannya 350.000-400.000 ton, tapi karena bulan puasa kemungkinan ada kenaikan menjadi 500.000 ton," imbuhnya.

PENENTUAN KERJA MEMBARIS DAN MEMBINA TERES SECARA MEKANIKAL DI KAWASAN SAWIT

A. Membaris Teres

1. Sebelum membuat teres pemborong hendaklah membaris dulu menurut kontor pada jarak 9.0 meter (30’) mengikut garis melintang (horizontal).

2. Kerja membaris ini perlu dibuat untuk memudahkan operator membina teres dan mendapatkan teres sama jarak.

3. Jarak pancang ± 20 meter (66’) dengan menggunakan pancang buluh setinggi 0.75 meter (2.5 kaki) bercat warna putih di bahagian atas semasa membuat barisan teres.

4. Membina teres hanya boleh dijalankan setelah membaris teres siap dibuat disesuatu kawasan yang ditentukan oleh Pegawai Penguasa.

B. Pembinaan Teres

1. Teres hanya boleh dibina di kawasan-kawasan bukit yang mempunyai kecerunan melebihi dari 12º (darjah).

2. Teres hendaklah dibina mengikut kontor pada jarak 9.0 meter di dalam kawasan yang boleh ditanam dengan kelapa sawit yang akan ditunjukkan oleh Pegawai Penguasa dan Pegawai Penguasa ini adalah berhak meminda jarak diantara teres-teres setelah menimbangkan keadaan muka bumi dan kecerunan kawasan yang hendak diteres.

3. Teres-teres yang dibina hendaklah menggunakan jentolak atau jentera yang sesuai yang terdiri daripada permukaan tanah asal dan teres yang telah siap dibina hendaklah tidak kurang daripada 3.65 meter (12 kaki) lebarnya.

4. Teres-teres hendaklah dibina curam 12º kearah bukit dan memberi kecerunan menghala ke belakang teres dengan sudut cerun (back drop) 0.50 meter.

5. Tanah-tanah yang dipotong dan dikeluarkan daripada lereng bukit hendaklah ditolak dan diletakkan dibibir teres dan dipadatkan. Pencegahan hakisan berukuran 60 cm dibina pada setiap jarak 40 meter di atas teres. Kayu-kayu tidak boleh digunakan untuk mengampu tanah pada teres.

6. Semasa pembinaan teres dengan jentolak, semua tunggul-tunggul hendaklah dibongkar dan dialihkan daripada barisan teres dan jika pembinaan teres secara tenaga buruh, tunggul-tunggul bergarisan pusat kurang daripada 25 cm hendaklah dipotong hingga ke paras permukaan bumi dan dialihkan daripada barisan teres. Dalam kedua-dua pembinaan teres iaitu dengan jentolak dan tenaga buruh, semua kayu-kayan yang tumbang ke atas atau merentangi barisan teres hendaklah dialihkan ke tempat lain.

7. Serpihan-serpihan batang sawit dan pelepah yang dicincang yang berada pada laluan membina teres hendaklah dibersihkan terlebih dahulu sebelum teres dibina dan tidak dibenarkan sama sekali ditutupi tanah.

8. Teres hendaklah bersambung, tidak putus-putus kecuali di kawasan yang dihalang oleh batu-batu besar atau jurang yang dalam.

9. Jadual bayaran bagi pembinaan teres adalah seperti berikut:-

a) Dibayar 80% daripada harga membina teres setelah sekurangkurangnya 5,500 meter panjangnya teres dibina di dalam sesuatu blok.

b) Dibayar 20% daripada harga membina teres setelah siap membina teres dilaksanakan dan diukur dan 5% disimpan sebagai Wang Tahanan.

PENENTUAN KERJA MERACUN/MEMBASMIKAN RUMPAI DAN LAIN-LAIN TUMBUHAN

1. Selepas pokok-pokok sawit ditebang, dicincang dan dikumpulkan mengikut barisan, kerja meracun/membasmi rumpai dan lain-lain tumbuhan yang tidak diperlukan hendaklah dijalankan seperti berikut:-

a) Bagi kawasan 6 kaki lebar di tengah-tengah sepanjang antara dua barisan pokok-pokok sawit yang telah dikumpulkan mengikut barisan hendaklah diracun sebersih-bersihnya (blanket spray) dari sebarang tumbuhan rumpai bagi tujuan penanaman kekacang penutup bumi. Racun yang digunakan akan ditentukan oleh Pegawai Penguasa.

b) Kawasan selebihnya hendaklah dijalankan secara selektif dengan mengekalkan tumbuhan berbatang lembut sebagai penutup bumi asli.

2. Tumbuhan-tumbuhan yang tidak diperlukan seperti lalang, anak-anak kayu terutama hedyotis, senduduk bulu, senduduk, pokok kapal terbang, buluh, pisang hutan, anak sawit liar dan lain-lain tumbuhan perampas sahaja hendaklah dihapuskan sehingga ke akar umbi.

3. Kontraktor hendaklah dengan perbelanjaan sendiri mengadakan segala peralatan dan buruh secukupnya serta racun yang sesuai seperti yang disyorkan oleh Pegawai Penguasa bagi kerja-kerja membasmi rumpai dan tumbuhan-tumbuhan yang tidak diperlukan.

4. Kerja-kerja membersihkan rumpai dan tumbuhan-tumbuhan yang tidak diperlukan sebagaimana yang dinyatakan pada para 2, hendaklah dijalankan dengan sistematik mengikut jadual yang ditetapkan oleh Pegawai Penguasa supaya tidak menganggu kerja-kerja lain.

5. Jika terdapat rumpai dan tumbuhan-tumbuhan yang tidak diperlukan telah dibasmikan tetapi tidak musnah/hapus dengan berkesan dalam tempoh masa yang ditentukan, kontraktor dengan perbelanjaan sendiri hendaklah mengulangi semburannya sehingga keadaannya memuaskan.

6. Bayaran kerja meracun/membasmi rumpai dan tumbuhan-tumbuhan yang tidak diperlukan akan dibuat seperti berikut:-

a) Dibayar 60% dari harga meracun/membasmi rumpai dan lain-lain tumbuhan yang tidak diperlukan setelah disahkan seluruh kawasan tidak kurang dari 40 hektar bersih dari segala tumbuhan yang dinyatakan pada para 2.

b) Bayaran baki 40% boleh dibuat setelah kawasan kerja tidak kurang dari 40 hektar diambil alih untuk kerja-kerja mencuci merumput dan dipotong 5% sebagai Wang Tahanan.

PENENTUAN KERJA MENEBANG SECARA MEKANIKAL, MENCINCANG DAN MENGUMPUL (TANPA BAKAR) BAGI TANAM SEMULA SAWIT KE SAWIT

1. Sebelum memulakan kerja, kontraktor hendaklah memeriksa semua batu/pancang sempadan rancangan, peringkat dan blok seperti yang ditunjukkan oleh Pegawai Penguasa serta menandatangani Surat Perakuan Pemeriksaan Batu Sempadan. Kontraktor adalah bertanggungjawab di atas penjagaan batu/pancang sempadan sepanjang tempoh kontraknya.

2. Jika didapati batu/pancang sempadan rosak atau hilang atau dialih oleh kontraktor atau pekerjanya semasa menjalankan kerjanya, kontraktor dikehendaki membayar kepada Agensi jumlah perbelanjaan mengukur semula dan mengganti batu/pancang yang hilang atau rosak dengan tidak kurang daripada RM500.00 tiap-tiap satu unit batu sempadan dan kos ini akan dipotong dari mana-mana bayaran kepada kontraktor.

3. Kontraktor dikehendaki membuat kerja menebang dengan menggunakan jentolak atau jentera yang sesuai untuk menolak dan menumbangkan pokok, membongkar akar umbi, mencincang batang pokok sawit dan mengumpul selepas ini disebut “Menebang Mekanikal, mencincang dan mengumpul” diseluruh kawasan tanpa sebarang pengecualian.

4. Kontraktor juga dikehendaki menebang, menolak dan membersihkan pokok-pokok hutan seperti anak-anak kayu, pokok sawit liar dan lain-lain tumbuhan perampas di kawasan belukar yang berada dalam lingkungan kawasan kerja.

5. Kontraktor juga dikehendaki menebang, menolak dan membersihkan pokok-pokok hutan seperti anak-anak kayu, pokok sawit liar dan lain-lain tumbuhan perampas di kawasan paya yang berada dalam lingkungan kawasan kerja utama yang luasnya tidak melebihi 10% daripada keluasan kawasan utama.
Nota: Harga membersihkan kawasan paya ini hendaklah diambil kira dalam kerja-kerja menebang secara mekanikal, mencincang dan mengumpul batang-batang sawit.

6. Kontraktor juga dikehendaki membina kongsi pekerja yang diluluskan di dalam tawaran mengikut spesifikasi yang ditetapkan sebagaimana pelan yang disediakan oleh Agensi sebaik sahaja tawaran kerja ditandatangani dan mestilah disiapkan dalam tempoh 3 minggu dari tarikh mula kerja.


7. MENEBANG MEKANIKAL, MENCINCANG DAN MENGUMPUL

a) Menebang secara mekanikal, mencincang pokok sawit (selepas ini disebut ‘menebang, mencincang dan mengumpul’) hendaklah dijalankan dengan menggunakan jentolak atau jentera yang sesuai untuk menolak dan menumbang, membongkar akar umbi dan mencincang batang dan pelepah pokok sawit.

b) Pokok sawit yang ditebang hendaklah ditolak dan ditumbangkan sehingga terbongkar akar umbinya. Mana-mana akar umbi yang tidak terbongkar hendaklah dibongkar semula. Kegagalan kontraktor berbuat demikian, denda sebanyak RM50.00 sepokok akan dikenakan. Pokok-pokok yang telah ditumbangkan dicincang batang dari pangkal (bole) hingga ke pelepah supaya menjadi serpihan berukuran tidak lebih daripada 10 cm tebal x 70 cm panjang atau 4.0 inci tebal x 24 inci panjang (selepas ini disebut serpihan). Kegagalan kontraktor berbuat demikian denda akan dikenakan mengikut budibicara Pegawai Penguasa.

c) Semua pokok sawit yang dicincang dan tumbuhan-tumbuhan yang telah ditolak hendaklah diselerakkan selebar 3 meter hingga 4 meter. Longgokkan ini hendaklah tidak melebihi daripada ketinggian 0.5 meter dari paras permukaan tanah dan dibiarkan kering. Susunan longgokan hendaklah memanjang atau mengikut barisan windrow pokok asal dan ditinggalkan lorong bersih selebar 2 meter hingga 3 meter untuk tapak tanaman. Serpihan tidak dibenarkan diletakkan di atas permukaan jalan atau di dalam parit-parit sisi jalan pertanian.

d) Pekerjaan menebang mekanikal, mencincang dan mengumpul hendaklah dijalankan mengikut blok seluas lebih kurang 40 hektar. Blok-blok yang hendak dikerjakan akan ditentukan oleh Pegawai Penguasa.

e) Sempadan kawasan sebagaimana di dalam pelan hendaklah ditanda terang dan jelas dengan menggunakan pancang. Kawasan yang dikerjakan diluas dari kawasan bertanda atau kerja yang dibuat tanpa mengikut arahan seperti tercatat dalam Perjanjian Kontrak tidak akan diambil kira untuk bayaran kecuali dengan arahan bertulis daripada Pegawai Penguasa.

f) Semasa menjalankan kerja, semua batu sempadan, tanda atau pancang yang menunjukkan kawasan asal dan blok-blok di dalamnya tidak boleh diubah oleh kontraktor. Sekiranya berlaku kerosakan atau perubahan pada batu sempadan, tanda atau pancang, maka segala gantirugi mengukur semula dan kos batu sempadan dan pancang hendaklah dibayar oleh kontraktor kepada KESEDAR. Jika kontraktor gagal membayar gantirugi, maka potongan akan dibuat dari Sijil Bayaran Kontraktor.

g) Kontraktor hendaklah memastikan supaya tanah lapisan atas tidak hilang pada masa menebang, menolak, membongkar dan mencincang dijalankan.

h) Semasa menjalankan kerja semua tumbuh-tumbuhan dan serpihan yang ditolak hendaklah dikumpulkan di dalam kawasan ‘windrow’ dan tidak dibenarkan mengumpul atau melonggokkan ke sungai atau ke paya. Kontraktor adalah bertanggungjawab membersihkan kawasan berkenaan dengan perbelanjaan sendiri, jika serpihan dan tumbuh-tumbuhan tersebut ditolak ke dalam paya, tanah rendah dan sungai-sungai.

i) Semua jalan, lorong dan laluan-laluan lain (selepas ini disebut jalan) hendaklah dibiarkan bersih dan boleh dilalui oleh kenderaan pada bila-bila masa. Kontraktor adalah bertanggungjawab menjadi dan mempastikan semua jalan bersih dan boleh dilalui. Jika kontraktor enggan membersihkannya Agensi akan memasukkan buruh dan segala perbelanjaan yang berkaitan dengannya dikenakan ke atas kontraktor.

j) Pokok sawit tidak boleh ditumbangkan ke dalam atau merintangi sungai, anak sungai atau parit. Kontraktor hendaklah mengalihkan semua pokok atau sebahagian daripadanya yang tumbang ke dalam atau merintangi sungai dengan perbelanjaan sendiri. Jika gagal berbuat demikian, Agensi akan memasukkan buruh dan segala perbelanjaan yang berkaitan dengannya dikenakan ke atas kira-kira kontraktor.

8. Kontraktor adalah dipertanggungjawabkan dan hendaklah membayar gantirugi untuk sebarang kerosakan yang menimpa ke atas hartabenda dan atau manusia diakibatkan oleh sebarang cara sekalipun semasa perlaksanaan kerja di bawah kontrak ini, yang bererti meliputi Surat Penentuan Kerja ini dan lain-lain Penentuan Kerja yang terkandung di dalam kontrak ini. Agensi adalah mempunyai hak menahan semua bayaran atau sebahagian daripadanya yang sepatutnya dibayar kepada kontraktor sehingga kerosakan kepada harta benda dan atau manusia telah dibereskan gantiruginya dengan menunjukkan bukti yang sah kepada Agensi.

9. Jadual bayaran bagi pekerjaan menebang mekanikal mencincang adalah seperti berikut:

i) Dibayar 80% daripada harga tebang apabila sesuatu blok atau kawasan yang luasnya tidak kurang dari 40 hektar telah siap kerja menebang, mencincang, menolak dan mengumpul mengikut barisan (windrow) serta menebas/membersihkan segala tumbuhan yang tidak diingini seperti buluh, anak-anak kayu terutama hedyotis, senduduk bulu, senduduk, pokok kapal terbang, pisang hutan, sawit liar dan lain-lain tumbuhan perampas di kawasan belukar dan paya.

ii) Dibayar 20% daripada harga tebang apabila sesuatu blok atau kawasan yang luasnya tidak kurang dari 40 hektar telah siap membasmi semua jenis tumbuhan sebagaimana yang dinyatakan pada para 9(i) dan ditolak 5% sebagai Wang Tahanan.
